Position Description

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the HUMAN CAPITAL MANAGEMENT GROUP of NAVAIRWARCENAC DIV.

Position Duties/Responsibilities

• You will provide expert technical consultancy on labor and employee related matters such as performance, conduct, discipline, adverse actions, grievances, and appeals to maintain a productive climate of employer-employee relationships.
• You will establish and maintain an effective labor-management relationship at the NAWC through negotiating and administering labor agreements, and otherwise conferring with labor organizations on behalf of management.
• You will serve as management’s primary technical advisor in dealing with labor-management matters such as conduct in the workplace, disciplinary process, resolution of grievances and appeals, and other actions external to the Command.
• You will participate in or develop department policy and guidance to ensure compliance with applicable laws and regulations specific to labor and employee relations.
• You will interpret policy, standards, and procedures; and keep abreast of changes to management-employee issues, policies, laws, and practices.
• You will author disciplinary letters, i.e. Letters of Caution, Reprimand, Suspension, Removal in consultation with and on behalf of management
• You will prepare briefing and policy papers for the Command on a broad scope of labor and employee related topics such as management investigations, handling performance and conduct concerns, and implementing discipline.
• You will represent the NAWCAD in dealings with site labor unions, union officials, and in collective bargaining situations.
