    Position Description

    Incumbent will execute work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.

    Incumbent will work to analyze and refine systems requirements; translate systems requirements into applications prototypes; plan and design systems architecture; write, debug, and maintain code; determine and design applications architecture; determine output media/formats; design user interfaces; work with customers to test applications; assure software and systems quality and functionality.

    Incumbent will integrate hardware and software components; write and maintain program documentation; evaluate new applications software technologies; and/or ensure the rigorous application of information security/ information assurance policies, principles, and practices to the delivery of application software services. Incumbent will plan and coordinate the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.

    The incumbent will perform the planning and scheduling the installation of new or modified hardware and operating systems and applications software, management of accounts, network rights, and access to systems and equipment; will manage systems resources including performance, capacity, availability, serviceability, and recoverability.

    The incumbent will implement security procedures and tools; will develop and document systems administration standard operating procedures; will resolve hardware/software interface and interoperability problems; will ensure systems availability, functionality, integrity, and efficiency.

    The incumbent will maintain systems configuration; will manage the installation and integration of systems fixes, updates, and enhancements; and/or will ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services. Incumbent will operate in support of a variety of operating systems and software development projects.

    The incumbent will work independently without close supervision and perform most assignments with instructions on general results expected. Direction is received relative to overall objectives, critical issues, new concepts and policy matters. Actions that do not commit the organization beyond pre-established limits usually are not reviewed. Supervisory approval is obtained on proposed work efforts, but the incumbent is allowed latitude for exercise of independent judgment. Guidance is given on unusual or complex problems and procedures.

    The incumbent's supervisor is kept informed of general plans and progress of work. Specialized understanding of NAWCWD Information Technology Policies and Procedures for lab management, information assurance, systems administration, and software development methods are required.

    Knowledge of Linux and Windows operating systems (setup, account privileges, software installation and configuration, security patches and updates, anti-virus, etc.), and basic server administration (group policies, remote administration, virtualization, operating system baselining, etc.) is required. Basic network administration (switch and router configuration, firewalls, VLAN, etc.) is preferred, but not required. Requires basic knowledge of common Linux OS distributions (Red Hat Enterprise, Ubuntu, Fedora, etc.); knowledge of Red Hat Enterprise/CentOS preferred, but not required. Will be required to use Microsoft Office products on separate platforms. Will be expected to quickly learn cybersecurity patching/hardening procedures. Knowledge of Navy Enterprise networks (NMCI) processes and policies is required in order to fully support lab customers and TPO leadership when enterprise network issues arise. Position involves working as part of a team with other Cybersecurity and System Administrator personnel supporting varied computing configurations for laboratory activities (software configurations for modeling and simulation).

    Must have excellent writing skills (high volume of email), be well organized, able to prioritize quickly, and have strong communication skills. Must also be able to work well under pressure, and have good customer relations experience. Should be able to work as part of a team, or alone, and be able to troubleshoot problems efficiently and effectively. Strong Customer Service Support skills are required.
