    Position Description

    The incumbent performs a variety of technical cost analysis activities for weapon system programs in support of NAVAIR, Navy, and joint acquisition programs. Activities include, but are not limited to, participating in Analysis of Alternatives, Life Cycle Cost Estimating, Source Section, Earned Value Management, Integrated Master Schedule development and maintenance, and Business Case studies. Develops and delivers high quality cost products and services effectively in support of the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions. Present, defend, and justify estimates and negotiate effectively to gain consensus with others, including those with differing viewpoints or goals. Addresses cost related requests/issues, and communicate the findings to the cognizant Cost Team Lead, supervisor, and/or customer. Characterizes the cost analysis approaches and quantitative techniques to be used, specific types of data required and corresponding data sources. As required, performs continuous process improvement on cost estimating/analysis methods, tools, databases, and/or processes to facilitate effective modeling of a range of outcomes associated with the acquisition process and Planning, Programming, and Budgeting System (PPBS).
