    Purpose of Position

    This position is responsible for the management of capital improvement projects from planning and design to final construction. Provides effective design and construction management of complex projects, in order to achieve a safe, reliable, and convenient transportation system for bridge commuters and PATCO transit patrons, including building facility improvements and maintenance.

    Major Responsibilities and Duties


    DESCRIPTION OF TASK

    |

    Provide management and oversight of engineering consultants and contractors for the design and construction of planned improvement projects.

    |

    Develop project scope and solicit, select, negotiate, and contract with qualified engineering consultants to serve as an extension of technical staff in design, construction management, facility inspections and special studies.

    Provide design, technical consultation, professional supervision and inspection services as required in support of Bridge Operations and PATCO; manage biennial bridge and PATCO inspections; prioritize, design, schedule and monitor rehabilitation/repair of deficient bridge or facility components identified during biennial inspections.

    |

    Act as a mentor to the Associate Engineer positions, providing advice and support throughout their professional development. This role involves overseeing engineering projects, sharing expertise, and facilitating a hands-on learning environment to help the Associate Engineer meet the requirements for obtaining their PE license.

    Identification, budgeting and scheduling of major DRPA and PATCO capital projects related to DRPA core facilities; this effort is collective and involves the prioritization of projects by a consensus of engineering senior management and staff.

    Provide enforcement, interpretation and clarification of construction project plans and specifications; observe construction work progress; conduct progress meetings; evaluate contractor submittals, shop drawings, schedules and performance; review, preparation and approval of change orders and contractor pay estimates; review of inspection reports; evaluate and resolve unforeseen field conditions, contractor claims and construction problems; maintain and finalize as-built documents. Involves liaising with contractors, consultants, community and other DRPA/PATCO Divisions impacted by construction. These tasks are either performed directly or by direct oversight of consultant activity.

    Evaluate and determine design criteria, alternatives and end product functions and goals; provide design directives and decisions; formulate, develop, prepare and/or perform quality control reviews of contract plans, specifications and bid documents including development of technical and project specific requirements; conduct periodic progress meetings; administer, monitor, direct, examine and manage the consultant’s entire work effort, budget and work product and approve payment requests, establish quantities and methods of payment; prepare and track schedule and cost estimates; conduct pre-bid meetings and address contractor inquiries; review and evaluate contractor bids, qualifications and references; develop recommendation documents for DRPA Board approval and assist in awarding construction contracts.

    Establish scope of work, schedule and purpose of consultant services; prepare solicitation advertisements; investigate, develop and prepare detailed written Request for Proposals and task orders; perform review and evaluation of consultant qualifications, technical proposals and conduct interviews for ranking and selection; prepare cost estimates of service value; review and negotiate price proposals; prepare recommendation documents for DRPA Board approval; prepare written consultant agreement and coordinate execution.

    Administer, monitor, oversee and manage consultant field inspections of bridge and underwater elements; coordinate traffic control and access requirements; perform detailed review and evaluation of consultant inspection report; develop, prioritize and monitor repair, rehabilitation and upgrade programs for in-house maintenance forces and develop construction documents for repairs by outside contractors in response to deficiencies identified; generate status reports to track repairs.

    Provide “on-call” and “upon request” engineering consultation and guidance to Bridge Operations and PATCO involving facility repairs and upgrade; perform engineering studies and calculations; provide design and construction details for emergency repairs, alterations, rehabilitation and new construction as required; provide professional expertise and prepare technical specifications and cost estimates to support bridge maintenance initiatives.

    Perform preliminary engineering studies; Develop preliminary project definitions and scope; develop preliminary cost estimates and schedules; perform life-cycle cost and cost-benefit studies of potential improvement projects; prepare costs for inclusion in facility capital budget development.

    |

    Establish project objectives, identify potential solutions and analyze associated costs, benefits and risks. Requires soliciting input from other DRPA divisions, PATCO, outside agencies and consultants regarding operational, economic, regulatory and public impact issues relative to capital projects.

    Recommend needed capital improvements, help guide policies, and promote the implementation of emerging technologies.

    |

    EDUCATION/TRAINING/EXPERIENCE

    Required:

    • High School diploma or general education degree (GED).

    • Bachelor’s degree in Engineering.

    • Professional Engineer’s License issued by the State of New Jersey and/or Commonwealth of Pennsylvania.

    • 5 years of progressively responsible engineering experience with considerable knowledge of engineering principles and practices applied in the design and construction of highway, bridge, transit and port facilities and applying this knowledge in either a design or construction inspection capacity

    • Experience in relevant personal computer systems and software such as word processing, spreadsheet applications, scheduling applications, CADD and Engineering software

    Desired:

    • Master’s Degree in Engineering or Engineering Management.
