    Xavier University in Cincinnati, Ohio, is seeking applications for the Director of Public Safety & Chief of Police to serve as the face and spokesperson of the university for all safety and law enforcement related issues. The Director will maintain a high degree of visibility and will represent the department in the local community and serve a central role in establishing and maintaining strong collaborative relationships with university constituents and local, regional, state and federal public safety agencies. The role plans, organizes, directs and administers the overall police and public safety initiatives of the campus community. The Director supervises the command staff, the sworn officers and XUPD staff; develops and implements effective university safety policies and programs; manages recruitment and training of staff; develops and implements effective crime prevention strategies including a comprehensive community oriented policing program; ensures timely and accurate reporting in compliance with local, state, and federal regulations; and has responsibility for the daily operations of the university police dept.

    DUTIES & RESPONSIBILITIES:

    SAFETY

    • Serves as the face and spokesperson of the university for all safety and law enforcement related issues.
    • Provides overall direction and oversight of the university’s safety initiatives, strategies and programs.
    • Identifies and oversees the implementation of safety enhancements on campus.
    • Identifies, develops and presents safety and crime prevention programs, training and education for faculty, staff and students.
    • Provides oversight for the development, maintenance and testing of the various campus safety communication tools including: XU AlertMe, emergency notification phones, building alarm systems, digital signage, safety website, and the XUPD website.
    • Co-chairs the University Safety Committee.
    • Develops and presents annual safety update to the Cabinet and Board.
    • Manages all aspects of emergency preparedness. Leads the Campus Emergency Response Team (CERT). Prepares the Campus Emergency Response Plan and conducts drills to test and evaluate the plan. Ensures that the plan is compliant with NIMS and that a unified command structure is utilized.

    POLICE OPERATIONS

    • Provides leadership, guidance and direction to the Xavier University Police Department to promote a safe and secure campus community.
    • Supervises XUPD Command Staff and administrative personnel.
    • Establishes and maintains good working relations with University department heads, community officials, and student organizations.
    • Works collaboratively with administrators, staff, faculty, and students across campus to ensure the delivery of community-oriented law enforcement services.
    • Cultivates and maintains strong partnership with local law enforcement, medical and emergency management and fire/rescue agencies.
    • Provides administrative oversight for university police; including budgeting, recruitment, performance evaluations, counseling, resource management, record retention, details, assignments and programs as needed.
    • Ensures best practices are being followed for investigation and reporting of incidents; arrest and detention of law violators; prepare cases appropriately for referral to criminal justice or campus judicial systems.
    • Responds to crimes in progress, emergencies, crisis, etc; determines mutual aid needs for additional police, fire and EMS personnel; Oversees and participates in the patrols the buildings and grounds of Xavier University. Oversees the enforcement of the University’s parking regulations.
    • Interprets and enforces state laws, municipal ordinances and University regulations.
    • Stays abreast of developments in the field of campus security, safety, crime prevention, law enforcement, and emergency preparedness and serves as the campus expert in these areas.
    • Provides administrative reports and attends and participates in campus committees and other projects as assigned.
    • Provides oversight and leadership for the Dispatch Operations ensuring adequate staffing and training.
    • Position requires on-call duty and varied schedule based on campus events.
    • Participates in other projects as assigned.

    CLERY COMPLIANCE

    • Responsible for providing direction and oversight to the development, implementation, and monitoring of the University’s Clery compliance process.
    • Works collaboratively with various offices at the University and oversees University policy and procedures in relation to Clery Act developments.
    • Provides oversight for procedures to ensure compliance with the Immediate Notification and Timely Warning requirements.
    • Provides oversight for the implementation of reporting and training procedures, including preparation of the Annual Security Report and ongoing identification and training of Campus Security Authorities (CSAs).

    REQUIRED QUALIFICATIONS:

    • Bachelor’s degree in Criminal Justice, Police Administration or related
    • 5 to 10 years of work-related experience
    • Ohio Peace Officer state certification
    • Valid driver’s license
    • Certification in CPR, First Aid, AED, firearms, taser, ASP baton and chemical spray

    PREFERRED QUALIFICATIONS:

    • Master’s degree in Criminal Justice or Public Administration
