SUMMARY: Under the supervision of a Humane Law Enforcement Supervisor, patrol of designated areas to enforce state laws and local ordinances regulating the possession, humane treatment, handling, confinement, transportation, bite quarantine, use and disposal of animals; issues citations and impounds animals when appropriate. Investigates complaints involving animal neglect and/or cruelty. Educates the public regarding proper animal care. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. * Comprehend and enforce regulations governing licensing, rabies abatement and prevention * Comprehend and enforce CA state laws and local animal control municipal codes * Humanely handle, capture, restrain, confine and transport domestic animals and livestock using proper humane equipment, methods and techniques * Handle, capture, restrain, confine and transport wild animals using accepted methods in the safe handling of each type of animal encountered * Investigate and enforce animal cruelty laws and all activities associated therewith * Investigate and enforce Vicious Dog and Public Nuisance incidents and all activities associated therewith * Impound animals under the authority of CA state law and local animal control municipal codes * Issue citations, prepare and execute search warrants and arrest warrants, prepare cases for filing criminal charges with City Attorney/District Attorney * Issue Notice of Complaint forms during the course of investigations directing remedial steps to be taken; follow-up in a timely fashion as required to confirm compliance has occurred * Conduct accurate and thorough investigations including obtaining photographs and video, recovery and proper storage of evidence, interview of persons involved, and conduct follow-up inquiries as needed * Accurately document all actions of investigations taken. Submit written reports and other documents in a timely fashion using approved HLE report forms and/or other appropriate official forms * Analyze situations and apply established procedures and good judgment to enforce animal control laws * Utilize tact, judgment and strategy in dealing with a wide variety of people, both friendly and hostile * Explain and demonstrate proper animal care to a diverse group of people in the public service arena * Communicate using mobile radio/telephone/computer equipment * Maintain proficiency in issued self-defense equipment and utilize as needed while strictly following policy and training received * Continually build knowledge base relating to animals and best practices for completing job responsibilities and representing the SDHS is a professional and courteous manner * Share after-hour duty coverage with other campus personnel to assist public safety agencies or others in responding to Priority One calls * Promote positive relationships with staff and volunteers while promoting the societys programs policies and philosophies * Provide accurate information to the public about the Humane Societys programs * Communicate effectively and professionally with co-workers, management and the public at all times * Follow all policies and procedures of the Society * Respond to disasters to aid in the care and/or the evacuation of animals * Work directly with all staff members and volunteers to assure the highest of standards in shelter operations at all facilities

QUALIFICATIONS: EDUCATION, SKILL, EXPERIENCE: High school graduate or equivalent required. One (1) year of experience dealing with the public in a service-related capacity; AND Completion of at least thirty (30) semester college units at an accredited college or university with course work related to animal control, law enforcement, or criminal justice; OR Six(6) months of experience as an Animal Control Officer, OR One (1) year of paid, full-time experience working in an animal control agency or humane society, veterinary or kennel/boarding facility, ranch or zoo handling, controlling and caring for animals. Experience in customer service preferred as well as excellent written and oral communication skills. Must be computer literate, with excellent written and verbal skills with effective verbal and written communications in English. Must demonstrate a positive and upbeat demeanor. Completion of an approved police powers program (CA Penal Code 832) and eighty (80) hours of Basic Humane Law Enforcement Academy within One (1) year of appointment. Must satisfy the requirements of the state of CA for performing animal control responsibilities. Strong interpersonal and conflict resolution skills are necessary. Be self-motivated and able to work independently. Work efficiently under pressure and show good maturity and judgment. Successfully complete all training courses mandated by state law and the society. Knowledge of physical and behavioral characteristics of dogs, cats and livestock, animal care, feeding and handling; common disease symptoms in domestic animals; animal control department policies, practices and procedures, and methods and techniques of humane animal euthanasia; laws, regulations and ordinances governing animal impound, release, quarantine and destruction. Experience handling a variety of animals and using mobile radio/telephone equipment to communicate. Ability to learn, comprehend, interpret and enforce animal control ordinances and state laws; comprehend and apply regulations governing licensing, rabies abatement and prevention, and analyze situations and apply established procedures and good judgment to enforce animal control and anti-cruelty laws. Must know how, or learn to humanely handle, catch, restrain, confine and transport animals using special equipment, methods and techniques. Ability to recognize and handle fearful/aggressive animals; analyze situations and apply established procedures and good judgment to enforce animal control and anti-cruelty laws and utilize tact, self-restraint, judgment and strategy in dealing with a wide variety of people, both friendly and hostile. Must be in excellent physical condition, and able to pass physical and psychological screening, including drug screening. Must pass a full background check. Possess a valid CA Drivers license and excellent driving record required. To perform this job successfully an individual must have a genuine interest in animals and their well-being. PHYSICAL DEMANDS: Will sit, stand, walk, talk, hear, stoop, bend, squat, kneel, grasp, grip, put fingers together firmly and reach above and below shoulder level, lift and/or carry up to 50 pounds and push and pull up to 100 pounds for situations of restraining, manipulating or moving animals or supplies; repetitively use hands to operate computers; flex the neck upward and downward; twist the neck and the waist. Work with animals that may be injured, unruly, vicious or otherwise dangerous. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. WORK ENVIRONMENT: Standard office and field environment for several locations, with exposure to environmental conditions that include working near animals. Will also work in situations involving regular automobile travel during work hours in marked vehicle, with potential to provide public services as requested. There is potential of exposure to parasites and infectious diseases that can be carried and transmitted by animals. Work hours will include weekend, holiday and evening time and during disasters may involve overnight work. Must have excellent DMV record and the ability to drive a large utility type vehicle or van with limited rear visibility. May be exposed to wet and/or humid conditions, fumes or airborne particles including fur and toxic or caustic chemicals, infectious organisms, hostile persons and/or vicious animals, outside weather conditions, extreme cold, and extreme heat.
