    Job Summary

    About the Position: As the Budget Analyst for Communication Electronics Command in the Budget Execution Division of CECOM G8, you will manage all the execution of assigned programs or accounts in accordance with fiscal policy statute, regulation and guidance, as well as applicable audit standards.

    Job Description

    • Executes annual and multi-year budget accounts for a wide variety of activities related to the development, testing, production, fielding, and support of C5ISR systems.
    • Exercises control and surveillance over funding matters to assure successful attainment of financial objectives.
    • Compiles narrative and statistical material and prepares exhibits and related background information for program briefings.
    • Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments and allotments from higher headquarters.
    • Reviews, analyzes, and verifies data submitted for consistency with financial and program objectives, adherence to instructions, and necessity of expenditures, and compliance with most recent fiscal policy guidance.
    • Monitors the execution of the assigned approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely, effective, and appropriate manner.
    • Recommends adjustment within budget line items in response to changes in programs, staffing levels, and/or funds availability.
    • Exercises budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses.
    • Performs in-depth analysis of budget requests, considers unforeseen factors and, shifts in project direction and emphasis and/or requests not included in planned programs; and explores alternative sources of funding.
    • Develops justification and impact statements and compiles data to be used for forecasting obligations.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Providing policy interpretation and direction regarding a wide range of financial resource management operations; 2) Recommending solutions to complex financial issues. 3) Monitoring monthly obligations and expenditures for assigned accounts; and 4) Preparing a variety of reports covering the status of funds, expenses, and obligations. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Budget Execution Budget Formulation, Justification, and Presentation Financial Management Analysis This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS12 grade Step 1 to the highest equivalent GS13 Step 10 in the broadband. This position is subject to organizational compensation limits as identified in the organization's business rules. Control points account for variances in position responsibilities within the broadband. This position is subject to the NH3 Non-supervisory Journey Professional control point, equivalent to a GS13, Step 5. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position. This non-supervisory NH3 position is subject to a salary control point equivalent to the GS-13, step 05 base salary, or if the incumbent's salary currently exceeds the GS-13 step 10 level the incumbent's salary will be put on a salary control point at the incumbent's existing salary.
