    About the Position: This Logistics Management Specialist position is assigned to the Program Executive Office, Command Control Communications-Tactical (PEO C3T), Project Manager Mission Command (PM MC), Product Manager Secure Signals Infrastructure (PdM S2I), located in Aberdeen Proving Ground, MD.

    • Serves as the Product Support Manager (PSM) for the assigned acquisition program reporting directly to the Program Executive Officer, Program Manager, or Product Manager.
    • Provide overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle.
    • Ensure appropriate predictive analysis and modeling tools are used to improve materiel availability and reliability, increase operational availability rates, and reduce operation and sustainment costs.
    • Serves as a Logistics Management Specialist concerned with directing, developing, and performing logistics management operations that involve planning, coordinating, and evaluating the execution of Integrated Logistics Support (ILS).
    • Responsible for cradle to grave intensive logistics management to support complex, major weapon systems from concept through field deployment.
    • Performs the full range of planning, liaison, contract monitoring, equipment and organizational interface, control of other government elements supporting the effort and logistics phases of field exercises and tests.
    • Support the management and interface with logistics element managers, contract support services, training facilities, Integrated Logistics Support Management organizations and other service users at contractor and government activities.
    • Coordinates with representatives concerning precedent setting, controversial, sensitive and/or complex issues and their impact on military requirements, various and different functions, Congressional concerns, and private sector organizations.

    • This is an Army Acquisition, Logistics and Technology Workforce position.
    • Selectees must meet position requirements for certification at Advanced in the Acquisition Career Field Life Cycle Logistics within 48 months of entrance on duty.
    • Business travel required up to 25% of the time.
    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
    • LOG 465 Executive Product Support Manager's Course is required or the incumbent must meet the training standard within 24 months of appointment.
    • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

    This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

    Specialized Experience: One year of specialized experience is defined as: 1) Responsible for implementing regulatory guidance to provide product support for Command, Control, Communications, Computers, Intelligence, Surveillance, and/or Reconnaissance (C4ISR) systems; 2) Coordinate with other Integrated Logistics Support (ILS) teams to plan and execute materiel fielding and property transfers adhering to audit readiness processes ; and, 3) Plan, budget, and coordinate sustainment strategies to enable materiel readiness for the organization . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.

    • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
