Incumbents in this classification are responsible for permit application and plan intake, processing and fee collection related to plan review, permitting and any other regulatory process within the Community Development Department. Work involves the reviewing of all plans and permit applications submitted in order to determine if they are properly completed and that all necessary documents are attached. Duties require use of tact and independent judgment in reviewing the permit request with property owners, attorneys, real estate agents, architects, engineers, contractors and similar individuals. Responsibilities include independent work decisions based on experience and knowledge of departmental operations. Difficult technical, policy, or procedural matters are referred to a superior for resolution. Under the supervision of an assigned Supervisor, work is reviewed through observation of operations, personal conferences, achievements of stated expectations and goals, and adherence to City and departmental practices and policies. Examples of Duties ILLUSTRATIVE TASKS Reviews permit applications submitted by contractors, owners, and various other individuals for construction of structures and any ancillary construction related to a structure. Identifies the appropriate review agencies (specific disciplines within the Building Division, Fire Department, Planning Division, Engineering Division, Landscaping and additional Departments or agencies) and distributes plans for review to these agencies. Inputs permit applications and plan reviews into the City's computer system. Provides customer service and conveys information to the architects, contractors, engineers and the general public concerning the status of their plans being processed. Applies proper fees to plan review, permit applications, and all other regulatory processes within the Department. Notifies parties involved in the plan review and permit application process of approval and pick up of the permit and plans. Collects fees upon permit application/plan review submittal and the issuance of permits. Participates in process improvements for the Department. Performs related work as required. Requirements EDUCATION Graduation from an accredited high school or possession of a GED equivalency diploma. Annual Leave Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 260 hours. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement. Sick Leave Conversion After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty-eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap. Perfect Attendance For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited.
