Radiance Technologies, a 100% employee-owned company, is seeking a Security Specialist who will provide direct security support to the Director of Security, Army Rapid Capabilities and Critical Technologies Office (RCCTO).
You will assist in all matters pertaining to Information Security, Personnel Security, Physical Security, Operations Security, Industrial Security, Sensitive Compartmented Information (SCI) Security, Special Access Program (SAP) Security, and visitor access control.
Your essential job functions will include but may not be limited to:
- Plans, develops, and implements physical security policies and procedures to ensure the protection of personnel, buildings, material, and equipment of RCCTO.
- As the Access Control Officer, establishes and manages the key and lock control system to control issuance and accountability through a registration system to ensure physical protection against illegal entry, theft, espionage, and subversion.
- Conducts self-inspections to ensure compliance with applicable policies and procedures and takes action to effect the correction of discrepancies.
- Ensures RCCTO security meets guidelines ensuring the facility maintains its accreditation for the production, processing, and storage of classified information.
- Investigates and prepares reports on any security incidents and provides a report(s) to the RCCTO Security Director.Validates all RCCTO personnel receive annual security refresher training. Ensures RCCTO personnel travelling overseas receive Anti-Terrorist Force Protection Training and country-specific threat information prior to OCONUS travel.
- Works with project security personnel and validates they received foreign travel reports for individuals with SCI or SAP access as required by specific directives.
- Plans, develops, and implements industrial security policies and procedures ensuring classified material is released only to cleared contractors and that classified contracts are not awarded to un-cleared contractors.
- Monitors, advises, and/or prepares all security and administrative processes required during the course of classified contracts to include security classification specification, the release of classified documents, certification of need-to-know, visit authorizations, regrading, downgrading, instructions, and all return/destruction of classified material or authority to retain classified material at contract completion.
- Reviews contractor reports, determines whether to release reports and annotates appropriate statements.
- Reviews all statements of work (SOW) determining if the program will require access to or generate classified information, are subject to export controls for controlled unclassified information (CUI), controlled technical information, or whether access to intelligence material is/is not required.
- Assists in the development of DD Forms 254 (DOD Contract Security Classification Specification. Reviews DD Forms 254 and verifies security requirements included in the contract.
- Identifies and/or reviews security requirements in contract documentation to ensure appropriate security mechanisms, access controls, and procedures are in place to prevent compromise, sabotage, and espionage.
- Maintains reports of security inspections of contractors engaged in classified contracts.
- Works with the OPSEC Manager by conducting OPSEC surveys of programs/projects determining hostile threats, sensitive aspects of possible interest to hostile collectors, vulnerabilities, and countermeasures.
- Ensures OPSEC training and briefings are provided to RCCTO personnel. Writes Operations Security Plan and advises/aids developing program/project plans required by OPSEC; taking into account Human Intelligence (HUMINT), Imagery Intelligence (IMINT), Signals Intelligence (SIGINT), Photographic Intelligence (PHOTINT), Electronic Warfare (EW) threat and military deception.
- Functions as the Special Security Representative (SSR) and Contractor Program Security Officer (CPSO). Exercises expertise in overall security management of Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) ensuring proper protection, use, and dissemination of SCI documents and materials.
- Responsible for providing guidance and enforcing SCI administrative, information, personnel, physical, communications, SAP and RCCTO security guidelines.
- Responsible for SAP Facility (SAPF)/SCI Facility (SCIF) and all Controlled Areas (CA) RCCTO locations at Fort Belvoir, VA.
- Ensure compliance with all applicable construction and physical standards, and regulations, (i.e., development, processing, and implementation of Construction Security Plans (CSP) for any new SCIF or SAPF).
- Oversees construction or modification to accredited facilities. Plans, reviews, and validates local protected distribution systems for Collateral, SAP and SCI communications. Uses knowledge of security programs to independently provide guidance, develop and present briefings and training.
- Duties include managing access control and intrusion detection systems, responding to and evaluating security alarms, developing system configurations, and administering changes as necessary to the established access control configurations.
- Responsible for developing, maintaining, and enforcing the RCCTO SAP/SCI visitor access programs. Responsible for after-hours and weekend access control coordination.
- Performs on-site security evaluations, staff assistance visits, inspections, and special surveys of security procedures, facilities, and activities at RCCTO locations (including contractor locations) to assure regulatory guidance and command directives are satisfied and assess/resolve problem areas.
- Furnishes other SCI and SAP security personnel with advice and recommendations for reducing security risks and for enhancing security.
- Analyzes the results of security surveys and inspection reports, provide authoritative commentary, and ensures necessary corrective actions taken are adequate.
- Consolidates input, produces supporting documentation and coordinates with the RCCTO Security Director on SAPF/SCIF facility accreditations.
