    DESCRIPTION

    At HSBC, the health and well-being of our employees remains of utmost importance. Upon resumption of normal operations, this role may be performed at our Buffalo, New York office.

    This role is the Recovery and Resolution Planning Manager regional role for HBEU and MENAT region. The role is part of global Recovery and Resolution Planning. The role holder will report to the [Region/ Entity] Head of LE Treasury/ ALCM

    They will be part of the team responsible for Recovery & Resolution Planning ("RRP") within their entity/region, which includes delivery of required local Recovery Plan and resolvability requirements. The role will also help deliver and contribute regional updates to support the delivery of the Group Recovery Plan (GRP) and the Resolvability Assessment Framework ("RAF"). The role holder will work with other areas of Finance and Risk on stress testing and the Enterprise wide Risk Management framework (ERMF). The role holder will also work with regions and countries to help review and challenge local RRP submissions and other regulatory deliverables.

    THE PRINCIPAL ACCOUNTABILITIES OF THIS ROLE WILL BE AS FOLLOWS:

    • Ensure the bank is ready to respond should a stress deteriorate into recovery phase or even further into resolution
    • Coordinate and support senior management in the bank's response to any potential recovery or resolution event.
    • Support delivery of the Recovery Plan (GRP) to local regulators annually.
    • Support & Contribute to the delivery of local resolution plans to local regulators as required (timing varies depending on local regulatory requirements) and support the group in the submission of the Resolvability Assessment Framework (RAF) self-assessment to the BoE.
    • Support on addressing further barriers to resolvability, as required.
    • Actively work with other functions, entities and finance change delivery to implement the future state vision for RRP.
    • Support & Contribute the Identification of risks and implement mitigation approaches at the earliest opportunity.
    • Support with modelling and reporting teams within ALCM to ensure that RRP is applied consistently across all processes.
    • Support & Contribute the Identification of local fire-drill requirements and training identification on RRP to ensure Recovery and Resolution understanding and readiness
    • The job holder should have experience in areas of Treasury/ALCM, Market Treasury, Finance or risk.

    IMPACT ON BUSINESS

    • Supporting and contributing to the delivery of RRP, RAF and ViR by the regulatory deadline.
    • Support & Contribute with Risk Strategy in the alignment of HSBC Group Stress Testing with recovery and resolution planning.
    • Co-ordination and review of financial and risk analysis tables requested as part of the RRP deliverables.
    • Contributing to analysis of likely bail-in scenarios and balance sheet restructuring analyses.
    • Review of the operating bank valuations and financial data in respect of capital and liquidity impact on the entity as required to describe potential disposal options in the entity and Group's Recovery Plans.
    • Responsible for delivering tasks to achieve the objectives/requirements set out in the RRP scope.
    • Establish and deliver assigned workstreams/ improvement deliverables within RAF.
    • Requirements gathering, data translation and management throughout the planning life cycle ensuring use of appropriate tools and techniques for the context and application of required standards.
    • Deliver analysis, design and actions to ensure change interventions, including tracking and informing on RRP readiness, adoption and feedback.
    • Any other ad hoc projects within Recovery and Resolution as required

    CUSTOMERS / STAKEHOLDERS

    • The role will require interaction with a number of functions and businesses with an emphasis on bringing to life RRP to all business areas and functions.
    • Influence and collaborate with stakeholders, to build consensus and shape change outcomes.
    • Build and manage key relationships with internal and external senior stakeholders
    • Understand stakeholders' objectives, direction, priorities and challenges, managing and addressing concerns and objections.
    • Foster open communication which anticipates stakeholder expectations.
    • Champion and embed outstanding service and customer advocacy.
    • Work closely with Group Treasury and Regional or LE Treasury/ ALCM teams.
    • Work across other key stakeholders including Risk, Global lines of Business and GFOC functions at Group and Regional/Entity Level, and local Finance & Treasury/ ALCM Change driving change where required.

    OPERATIONAL EFFECTIVENESS & CONTROL

    • Supporting the team to manage regulatory and compliance matters and operational risk.
    • Maintain a strong control environment and highlight MSII's to the team as appropriate in a timely manner to allow issues to be prioritised and resolved.
    • Maintaining HSBC internal control standards, implement and observe Group Compliance Policy and maintain awareness of operational risk and minimise the likelihood of it occurring
    • Evidence an understanding of good governance and implement effective approvals process.
    • Define requirements management processes and design detailed business solutions based on requirements. challenge business intent in a constructive manner.

    MAJOR CHALLENGES

    • SME Knowledge - the role requires detailed knowledge of the Treasury/ALCM function and reporting requirements and must have a good understanding of approaches, tools and techniques for gathering, clarifying and managing complex reporting and management.
    • Prioritisation Decisions - Delivery of RRP, RAF to timetable. Balancing Strategic Recovery and Resolution objectives, managing potentially conflicting agendas, priorities and timelines across functions (inside and outside Finance) as well as across geographic and regulatory jurisdictions.
    • Industry knowledge - The role holder must demonstrate robust business knowledge and stay abreast of developments in the industry, the functional area and other relevant areas such as technology, data and methodology.
    • Stakeholder complexity - The role holder must also be proactive in communication to enhance stakeholders understanding of requirements within RRP and RAF. The role holder must support multiple stakeholders across organisation boundaries to ensure Recovery and Resolution Planning is developed and executed, requirements are gathered and information that forms various RRP submission are agreed.

    ROLE CONTEXT

    • The role holder will develop and execute tasks that will provide the business with effective solutions that take into account local and Group strategy and the challenges or risks that the region/ entity faces.
    • The role holder will operate at an SME level and engage a wide spectrum of stakeholders across the bank.
    • The role holder will work effectively across multiple initiatives across RRP simultaneously.

    ROLE DIMENSIONS

    • The role holder will work with a cross-functional team that delivers complex and vital regulatory output and input for the Recovery and Resolution Plan.
    • The role will require co-ordination of teams/activities across multiple global regions.
    • The role may include access and work on highly sensitive information, which will require advanced controls and logged via insider lists where appropriate.

    MANAGEMENT & LEADERSHIP OF REGULATORY, COMPLIANCE AND OPERATIONAL RISK

    • Assessment of consequences of the businesses risks as identified in the GRP, RAF and ViR and communications of these to senior management;
    • The jobholder will continually support the assessment of the business and operational risks associated with the role and inherent in the business, taking account of changing legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology;
    • This will be achieved by ensuring all actions take into account the likelihood of operational risk events, and by addressing any areas of concern in conjunction with line management and/or the appropriate department;
    • Address any areas of concern in conjunction with entity management and/or the appropriate department;
    • The role will support the implemention of the Operational Risk control framework and per the BRCMs - "Three Lines of Defence".

    OBSERVATION OF INTERNAL CONTROLS

    • Maintains HSBC internal control standards, including timely implementation of internal and external audit points, together with any issues raised by external regulators;
    • Observe and promote the use of the Group's preferred management methods/tools;
    • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Area Compliance Officer or Local Compliance Officer. The term 'compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply including enhanced compliance on insider list information where appropriate;
    • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture within the Group.

    QUALIFICATIONS:

    • Part or qualified accountant.
    • A risk, finance, legal or banking business background.
    • Experience in recovery, resolution, restructuring and wind down planning and / or execution.
    • Experience in Stress Testing.
    • Experience in the delivery of, Treasury and ALCM, Liquidity management or regulatory capital management including knowledge of the existing processes and solutions in place for regulatory requirements.
    • Strong analytical skills with financial and balance sheet management experience.
    • Drive, motivation and commitment and focus in operational excellence.
    • Understanding of HSBC local and Group structures, values, behaviours, processes and objectives.
    • Ability to work in fast-paced environment with proven ability to handle multiple outputs simultaneously.
    • Personable and able to get along with all stakeholders with strong soft skills capabilities in delivering complex messages clearly.
    • Strong interpersonal and influencing skills, with proven experience of communicating effectively and confidently at all levels across the Group in a complex global environment.
    • Ability to work under pressure and deal with, or refer on, problems as they arise. Self-motivated and capable of working effectively as part of a team.
