    The Chief Controls Office is led by the Chief Controls Officer who reports directly to the Chief Operating Officer and indirectly to the first line accountable Executive Committee members. The Chief Controls Office aims to achieve a high level of consistency and quality in approach, standards, and methodology for non-financial risk and controls. The CCO maintains a strong and consistent control environment through a customer-centric approach that aligns with each line of business, function, and region to mitigate operational risk. The team is situated within SVB’s First Line of Defense.

    The RCSA Risk Officer is a key role within the Controls Identification Team, reporting directly to the Director or Sr. Managers of RCSA. The person we seek will be part of a small team responsible for defining and leading the implementation of Control Identification and RCSA methodology to improve the risk and control landscape through forward-looking expertise and knowledge of industry trends. RCSA Risk Officers should have strong risk management expertise, exceptional written and oral communication skills, and the ability to manage multiple projects and deadlines at once. Given the responsibility and high-pace of the role, the ideal candidate should have the experience and skills needed to contribute to the continuous maturation of the department.

    The RCSA Risk Officer will require broad knowledge of consumer and commercial banking products and services, as well as applicable laws and regulations. The right candidate will also have experience in evaluating Information Technology assessment units supporting the overall bank. They will need to be highly influential, especially in an ambiguous and changing environment. The right candidate for this role will provide innovation in the development and execution of the Bank’s Control Identification and RCSA methodology. Being able to apply the consistent control identification framework between teams and workflows will be paramount to achieving success in this role.

    The essential functions and key responsibilities of the RCSA Risk Officer includes the following areas:

    • Define and lead the implementation of the 2LOD Control Identification and RCSA methodology, including:

      • Facilitate Control Identification exercises within 1st line business/technology units and bring subject matter expertise in the evaluation and implementation of the 2nd line frameworks

      • Provide leadership in the quality execution of RCSAs and its outputs, including evaluating risks and controls, identifying lessons learned and feedback loops within the RCSA execution team to ensure success criteria are met

      • Train process owners in their ability to develop RCSAs for their functional areas

      • Provide credible challenge and review as process owners learn new skills and coaching as necessary to ensure quality output

      • Deliver on execution schedules for control identification/assessments and participate in planning, tactical meetings, and forums

      • Collaborate with Issue Management and 1st LoD Testing team to develop and perform ongoing analysis of operational risk events (OREs) and Control Testing outcomes to inform RCSA results

      • Collaborate with other 2nd LoD teams (SOX, Compliance, BCP, etc.) to inform and enhance Control Identification and RCSA conclusions which align broadly with the Enterprise Risk Management framework

      • Influences and develops innovative solutions to mitigate risk and prevent risk exposures which result in significant business impacts

    • Coordinate with teams across CCO leadership and other 1LOD and 2LOD Leaders to drive and maintain a strong and consistent control environment, including:

      • Possess a strong capability to accurately identify and evaluate risks and controls in a highly regulated business environment

      • Educates risk owners on risk / control best practices and may work with other lines of defense in the identification, development, and implementation of controls.

      • Collaborate with key stakeholders to recommend the successful establishment of controls to mitigate identified risks and / or close audit or regulatory findings

      • Advises senior management on the status of their control environment related to risk identification and control weaknesses

      • Evolve the 1LOD risk management approach over time

      • Enhance control design through technology, automation, and machine learning to reduce manual controls and enable preventative risk mitigation

    Qualifications:

    • At least 5 years of related RCSA, risk identification, and control identification / evaluation experience, preferably at a large financial institution

    • First Line of Defense and / or 2nd LOD experience in risk management within a large financial institution specifically focused on Information Technology process areas

    • Experience leveraging of Information Technology frameworks to align with IT risk/control environments (ITIL, COBIT, NIST, etc.)

    • Broad understanding and knowledge of FFIEC IT Examination Handbook

    • Influence - ability to drive change in a dynamic environment through relationship building, salesmanship, and a strong ability to read the room

    • Demonstrated ability to quickly build trust and relationships, bridge communication gaps, resolve conflicts, and influence stakeholders at all levels (including executives)

    • Demonstrated ability to take industry trends, innovative behaviors, data analytics, and automation to drive a proactive and anticipatory approach to all risk management and control design

    • Ability to multitask with simultaneous projects and tasks, while demonstrating urgency, prioritization, and ownership to drive issues to completion

    • Polished diplomacy, active listening, persuasiveness, and presentation skills to communicate new products or changes and gain buy-in, consensus, and cooperation in the face of conflicting viewpoints, resistance to change, constraints, etc.

    • Strong business acumen in financial services or related industry, and a proven ability to balance strategic thinking with practical implementation skills

    • Excellent project management skills and the ability to motivate teams and drive performance

    • High energy and proven track record of accomplishments and results

    • Strong expertise with MS Office including Outlook, Word, Excel, PowerPoint, and Visio.

    • Experience using Enterprise Risk Management applications (Governance, Risk and Compliance- GRC)

    • Strong interpersonal skills, with evidence of working in collaboration across large, complex organizations, including effective influencing skills, a proactive and 'no surprises' approach in communicating issues/requests

    • Broad knowledge of applicable laws, rules, regulations, supervisory guidance, and expectations for large financial institutions (LFIs)

    Education:

    • Bachelor’s degree required.

    BASE PAY:

    $118,226.00 - $163,300.00

    Actual starting base pay will be determined on skills, experience, and other non-discriminatory factors permitted by law. Total compensation may also include variable incentives, bonuses, benefits, and/or other perks, as outlined in any formal offer made.
