  • Responsibilities

    Job Description

    The Assistant Financial Manager will assist with tracking revenues; processing financial transactions such as encumbering funds and reviewing and approving payment requests; producing reports for funders and other stakeholders; coordinating with PIDC, Finance, and the Controller's Office; and helping to carry out the City’s commitment to ensure that vendors are paid quickly. Coordination with PIDC is required as many of the day to day financial transactions will be managed by PIDC in its role as the fiscal agent for bond funds used by the CPO.

    Essential Functions

    Responsibilities of the position include but are not limited to the following:

    Financial Management

    • Review payment requests and invoices for adherence with City and CPO budgets; and approve financial aspects of payment requests (e.g., validate funding codes and payment request totals and sub-totals).
    • Track operating and capital budget expenditures by revenue source and delivery method. Ensure that they are accurately included in the Dynamics financial system managed by PAID.
    • Initiate daily transactions such as funding certification requests, encumbrances, work orders, payment review and approval, and liquidations of capital and operating budget funds.
    • Assist with financial oversight, analysis, and reporting using a variety of systems including City and PAID financial systems.
    • Assist with production of regular and ad hoc analyses to support budget development and performance measurement and improvement processes and as needed.

    Budget Development

    • Support production of the financial portions of the annual Project Statement.
    • Assist with portions of City operating and capital budget development.

    Financial Reports and Documents

    • Assist with Production of financial reports as required for various stakeholders including donors, the Office of the Director of Finance, City Council, office staff, and the general public.
    • Work with the Finance Manager to provide any information needed for the City budget, Five-Year Plan, Capital Program, fixed asset accounting system, or other plans or reports.

    Oversight and Accountability

    • Carry out/ ensure compliance with systems and procedures for financial management, tracking & reporting.
    • Assist with the documentation needed for auditing purposes or other third-party reviews of CPO finances.

  • Qualifications

    Qualifications

    • Bachelor’s Degree in an area relevant to this employment opportunity, such as Finance, Accounting, or Public Administration is preferred
    • 1-2 years professional, relevant experience preferred
    • Familiarity with City of Philadelphia financial and contract management systems is preferred but not required
    • Proficiency with Microsoft Office products in general and expertise with Excel in particular
    • ** Requirements:**
    • Philadelphia residency within six months of hire
    • Valid PA driver’s license and ability to travel locally

    • Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment.

    Salary Range: $49,000 - $62,000
