    The Maximus Health TX Enrollment Broker Project is now accepting applications for a Business Analyst.

    This position facilitates change within the Texas Health Enrollment Broker (EB) Project by identifying needs and recommending solutions that provide value to project stakeholders. Additionally, it involves serving as the customer representative on both the program and project teams. This role requires expertise across various domains of business analysis, including elicitation and collaboration, requirements analysis and design definition, solution evaluation, and strategy analysis. The Business Analyst also contributes to business transformation by adopting multiple perspectives, particularly in Agile methodologies, Business Process Management, Process Analysis, and Information Technology.

    This position is a full time, salaried role with a remote working arrangement.

    Essential Duties and Responsibilities:

    - Represent and support business stakeholders and staff by analyzing business needs, processes, and problems, formally documenting the business process, supporting the maintenance of a healthy business, and consulting with users and stakeholders to identify opportunities for improvement.
    - Develop an advanced level of knowledge of the MAXIMUS BPM framework to define, optimize, automate and manage business processes to identify key measures or indicators of process performance and the actions needed to improve or correct performance.
    - Create business process models, critical control point documentation and work with business owners and system developers to create dash boards that monitor the health of the business process.
    - Analyze operational activity, which includes contribution to weekly and monthly reporting, updates to estimation models and reviews with business owners.
    - Review requirement changes and identify and document impact of change to all areas of business. Review impact with business owners and manager.
    - Facilitate discussion among stakeholders to review business requirements and changes and accurately capture inputs.
    - Identify and document the business process based upon business requirements, versus documenting the process the business area may follow.
    - Identify differences and review for impact with business owners and manager.
    - Understand when a system implementation or policy/program change impacts business requirements and rules; identify and update requirements impacted; and work with all areas (business and systems) to implement changes, monitor outcomes and resolve (or escalate) any deviation from expected outcomes.
    - Analyze the operation and data of the business to develop a business solution which may or may not require automation and is likely to perform well. Work with business stakeholders to validate and approve the business process.
    - Perform other duties as may be assigned by management.
    - Conducts independent and collaborative elicitation activities in order to analyze the current and future state, define and gain agreement on business needs/potential value, obtain info for requirements/designs, and to ensure holistic project team and stakeholder understanding
    - Specifies requirements and design artifacts using a variety of techniques, including User Stories, Acceptance Criteria, Process Flows, Process Models, Mockups/Visual Prototypes, Matrices, and Scenarios.
    - Applies success measures and monitoring tools to implemented solutions, learns from findings, shares findings with stakeholders, and takes the appropriate actions (short-term and long-term) in response to what has been learned.
    - Supports ongoing solution evaluation by proactively identifying and recommending improvements to implemented solutions and responding to stakeholder feedback about enhancements and potential defects.
    - Documents and executes User Acceptance Testing (UAT) and Postproduction Validation (PPV).
    - Supports Process Monitoring team with production support escalation processing.
    - Supports Product Owners and Agile Team with the development and deployment of business changes.
    - Participates in ongoing collaborative and independent business analysis professional development activities. Actively works on their personal development
    - Identify areas of improvement and then works with appropriate business areas / stakeholders to develop new process, requirements and supports development and deployment.
    - Identify key measures or indicators of process performance; recommend actions needed. Define expected outcomes and how to verify (monitor) for each change / Jira.
    - Determine the most efficient method of developing or modifying processes and related monitoring requirements and reports.
    - Determine impact of policy changes, identifying all TX EB impacts (e.g. UI, staff, Self Service Portal, Letters, processing rules (especially related to eligibility, enrollments), outreach, special services, call center, IVR, interfaces, etc.), and develop appropriate EPIC, Features, Acceptance Criteria, Process Models, business requirements, business scenarios, test scenarios, and develop appropriate business solutions to be developed and implemented.
    - Research business opportunities, such as digital solutions, new state and federal services, and other ideas requested by leadership, and develop process models and business solutions.
    - Facilitate requirement sessions with all operational and system partners to refine business solutions and requirements.
    - Performs other duties as may be assigned by management.

    Minimum Requirements

    - Bachelor's degree with 3+ years of experience.
    - Education Required: Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Accounting or a related field. (High school diploma plus 3 or more continuous years of relevant Business Analyst experience may be substituted in lieu of degree.)
    - Education Preferred: Masters in any of the disciplines is a plus.
    - Skills / Knowledge Required: Excellent organizational, interpersonal, written, and verbal communication skills.
    - Demonstrated knowledge of business and project management software such as Visio, JIRA, Excel, iGrafx, PowerPoint, Word, and MicroStrategy. Excellent analytical skills.
    - Strong relationship management skills with the ability to relate to people at all levels of the organization.
    - Skills / Knowledge Preferred: IIBA Certification, BPMN Certification, Agile Certification, SAFe Certification
    - Experience Required: 2 to 4 years related work experience. Demonstrated experience working in identifying and implementing sustainable “best practice” solutions and procedures. Demonstrated experience working with teams.
    - Experience creating business process models, and writing business requirements; analytical, logical, critical thinker, and mentor; understands relational theory and databases. Health TX EB Project operations subject matter expert preferred.
    - Experience Preferred: Experience with government-sponsored healthcare programs and operations
    - Strong ability to facilitate requirements gathering sessions with business subject matter experts; document and validate detailed requirements.
    - Ability to conduct and manage systems and operations reviews and communicate process improvement recommendations.
    - Ability to communicate effectively with all levels of the organization both technical and non-technical, front-line (CSRs, Data Entry specialists, etc.) staff, project leadership and systems (Developers, Scrum Master, System Analysts, Testers) staff.
    - Ability to work independently and to interact successfully with project staff.
    - Ability to execute many complex tasks simultaneously.
    - Strong ability to analyze policy, systems (both backend and UIs) and available documentation to understand current process and develop comprehensive to-be proposed solutions.

    Internal Requirements

    - Quality and Customer Service 99% average or above for the last 3 months

    - Adherence at least 97% average or above for the last 3 months

    - Attendance: No more than 10 points accrued within the last 90 days

    - Must have no disciplinary actions higher than a verbal warning in the last 3 months

    Pay Transparency

    Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
