UTILITY METER TECHNICIAN Salary $17.60 - $23.77 Hourly Location Chandler, AZ Job Type Fulltime-Regular Department Public Works & Utilities Job Number 1900100 Closing 11/7/2018 11:59 PM Arizona Description The City of Chandler Public Works & Utilities Department is currently accepting applications for a UTILITY METER TECHNICIAN . This position is a full-time position working Monday to Friday, 8:00 am to 5:00 pm. Classification Summary: The primary function of an employee in this class is to read water meters to record and report water consumption for use in generating water bills. This classification also turns residential water services on and off. Additionally, this position is responsible for replacing defective meters and registers. An employee in this class may be assigned to other activities in the City's Public Works and Utilities Department. Essential Functions (list not exhaustive): Reads water meters visually and by radio signal on assigned routes and records information with electronic handheld or mobile devices; Cleans out flooded and buried meter boxes, bails out meter boxes by using hand pump, electric pump; Connects, disconnects, or reconnects water service as appropriate; turns on meters to establish service to customers; turns off meters to close accounts or troubleshoot leaks; locks meters of delinquent accounts until payment is made; Identifies new meters that need to be added to routes; Performs customer service; provides assistance and information related to meters, consumption, leaks, and procedures; responds to questions, requests for service, and initiates problem resolution; Access customer account electronically to investigate and resolve complaints and questions; Performs re-reads due to high use or suspicion of meter malfunctions; Leaves door hangers for customers notifying customers of problems with account, high use, non-payment, or failure to keep payment arrangements; Tests meters to ensure proper operation and accurate readings; inspects/observes condition of meters; checks meters for leaks or illegal taps; reports situations involving vandalism, illegal taps, leaks, safety hazards, obstructions, or other problems; Changes meter registers, verifies and updates meter information; Reports leaks, unsafe or broken lids, weeds and obstructions, cars on meters, and other obstructions and hazards; Inspects water meter connections for leaks; repairs or replaces meter as necessary; Repairs and replaces defective meters and registers; Performs new installation, inspection, repair and replacement work on water meter, meter registers, electronic radio transmitters, meter boxes, lids, connections and re-setters; Plans meter-reading route to maximize efficiency; uses computer to load, unload, and assign routes to handheld computer making route changes and re-sequencing routes as necessary; Accesses the City's utility billing mobile work order system to complete service orders/requests that update account and customer information; Reports and follows through on malfunctioning meters needing replacement, boxes that need to be elevated, or leaks that need repair; Verifies new meter account information, including house number, location, and meter size as needed; Investigates and resolves work orders involving meter issues, error skips, zero usage, trouble codes, failed audits, access issues and estimated meter reads; May investigate water theft; Maintains work records, including complaint resolutions, maintenance and repair logs, flow records, vehicle inspection forms, and daily work logs; Operates a variety of equipment, machinery and tools used in department projects and activities, which may include a cutoff saw, chop saw, sledgehammer, shovel, rake, pick axe, broom, ladder, meters, field testing kits, measuring devices, mechanic tools, and hand tools; Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: sets up traffic control and places traffic barricades, safety cones, markers, or signs to alert employees/citizens of work areas or other potential hazards. Minimum Qualifications: High school diploma or GED equivalency; and One (1) year of public contact/customer service experience with a driving or delivery route; and Valid Arizona Driver's License with an acceptable driving record; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Desired Qualifications: Previous experience reading water meters on a designated route; Previous experience using a handheld computer for data entry; Previous experience with a work order management system; Mechanical/plumbing ability and/or experience in replacement of meters; Work Environment: The primary duties of this class are performed in an outdoor environment that may include working in adverse weather conditions, vehicular traffic exposure to hazardous chemicals and/or materials, insects, and animals.
