ResponsibilitiesASSISTANT COMMISSIONER ASSISTANT COMMISSIONER JOB ANNOUNCEMENT DEPARTMENT OF HUMAN RESOURCES Employment Services Division Number of Vacancies: 1 Under the direction of the Deputy Commissioner of Employment Services, the Assistant Commissioner manages a team of human resources professionals in recruitment, talent acquisition and selection processes and directs the daily activities of staff responsible for executing the Hiring Plan and other HR Policies and Procedures in accordance with the Shakman Accord and Collective Bargaining Agreements. The Assistant Commissioner will provide day-to-day oversight of the members of the Employment Services division ensuring efficient hiring practices are followed and work toward improving time to fill while ensuring compliance with various policies, procedures and laws. The Assistant Commissioner will collaborate with stakeholders on the strategic planning process to challenge the status quo, drive change, and enhance organizational performance. ESSENTIAL DUTIES * Aligns staff with business goals and manages all aspects of performance including setting objectives and measuring performance against these objectives * Leads and/or coordinates departmental projects related to process improvement initiatives enabling best practices in HR. * Presents HR policies and procedures to representatives from other city departments * Plans, directs and develops efficiencies of activities and processes of recruiting staff and administrative support to carry out the following functions: job posting and requisition approvals, developing sources of qualified applicants, setting standards for evaluating applicant qualifications, screening applicants, scheduling and conducting interviews, administering testing (drug screening and background) * Develops and maintains regular reporting on recruitment activities, requisitions, applicant flow, interviews, hires, etc. * Provides guidance and direction to senior management and Employment Services staff members on department design, staffing, recruiting and retention issues. Works closely with City departments to determine short and long range staffing needs and collaborates on a plan of action for recruitment and hiring decisions to ensure appropriate legal, union and EEO requirements * Counsels employees and department stakeholders on complex HR issues including hiring plan interpretation, collective bargaining translation, employee relations issues with grievance or legal implications, progressive discipline, performance improvement plans and terminations * Ensures staffing and hiring practices are compliant with Shakman Accord, Collective Bargaining Agreements, City Ordinances, departmental rules, state and federal laws * Conducts regular meetings with client departments to review hiring needs, recruiting activities, and applicant pipeline development plans * Partners across the organization to maximize D&I efforts while influencing leaders to ensure D&I is the integrated in our hiring process * Investigates and drafts responses to union grievances and applicant appeals regarding the recruitment system, minimum qualification determinations, selection processes and Freedom of Information Act requests * Conducts confidential investigations, prepares responses to third-party complainants and represents the City at discipline/termination hearings, arbitrations, depositions, and legal proceedings * Creates cost-effective recruitment campaigns and programs, talent acquisition initiatives and strategies for executive, professional, technical and difficult to fill positions * Establishes viable recruitment sources and partnerships involving traditional methods and new methods/social media * Develops contacts and relationships with educational institutions, employment agencies, workforce centers and other sources for applicants * Coordinates external recruiting strategies, such as networking events and job fairs * Partners with the Testing Division to execute large scale public safety application and testing processes * Acts as subject matter expert and administrator on the Applicant Tracking System * Participates in the planning and preparation of departmental budgets * Performs other related duties, as required Location: ** City Hall -- Department of Human Resources 121 N. Graduation from an accredited college or university with a Bachelor's degree in a field related to the duties performed, plus five (5) years of work experience related to the position, of which two (2) years are in a supervisory role.
