The incumbent will typically work a 9/80 schedule 7:00 a.m. 4:30 P.M. Monday thru Thursday and every other Friday 7:00 a.m. 3:30 p.m. with alternating Fridays off. Incumbents will also be required to work rotating shifts, off-hour shifts (3:00 p.m. 11:30 p.m.), weekends, holidays, occasionally perform stand-by duties and respond to emergency situations. Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by Operating Engineers' Local 3, Operations and Maintenance Unit. This recruitment is being conducted as an Open/Promotional recruitment. Collection Systems Operator performs a variety of collection system construction, maintenance, video inspection and customer services work; as experience is gained incumbents plan, assign, and review the work of crews engaged in collection system activities work; performs related work as assigned. CLASS CHARACTERISTICS Initially, under close supervision, incumbents perform a variety of duties in the maintenance and repair of sanitary and storm collection systems. PRINCIPAL DUTIES (Illustrative Only) * Installs, repairs, and maintains sanitary and storm collection systems, mains, laterals, catch basins, manholes, lampholes, pressure lines and related structures; performs concrete and rough carpentry work; digs, shores, and backfills trenches; lays and fits pipelines; makes sewer taps; sweeps and shovels debris; loads and unloads trucks; cleans up work sites upon completion of job; locates and marks underground lines. * Cleans and removes obstructions in sanitary and storm collection system lines; operates hydrovactor, hand and machine powered rods to clear lines; applies herbicides, foams and other chemicals to deroot, degrease and unstop lines; pumps flooded basements and work areas; operates clamshell and slip-ball equipment. * Installs and removes flow monitors; sets up, adjusts and operates video camera and equipment for inspections. * Responds to customer complaints; determines source of problem; clears lines or reports work needed; advises customer of City's responsibility and/or customer's responsibility for work or repairs needed. * Observes safe work methods and safety precautions related to the work; flags and cones worksites for traffic control; shores trenches; operates pipe location and gas detection equipment; uses appropriate safety devices and equipment. * Operates and maintains a variety of hand and power tools and equipment related to the work, including tie spades, tampers, whackers, chipper guns, pavement breakers, concrete saws, hydrovactors, and rodders. * Prepares and maintains a variety of basic records of work performed; reports needed repairs of system and equipment. * Reads and interprets plans, maps, schematics, and blueprints. * Journey-level and senior incumbents may train, direct, and coordinate the work of others on a project basis; instructs others in proper work methods and job safety. MINIMUM QUALIFICATIONS Education/Experience: Education - Possession of a high school diploma or GED. Experience - One (1) year of work experience in sewer construction or maintenance work. Other Requirements: * Must possess and maintain a valid Class C California driver's license. * Must obtain and maintain a Class A California driver's license within one year from date of hire. * Must possess strength and stamina to lift and carry objects weighing up to 100 pounds and to perform sustained physical labor. * Must be willing to work out-of-doors in all weather conditions and to work with exposure to unpleasant and hazardous materials, chemicals and gases, in confined spaces, wearing self-contained breathing equipment; heavy traffic and other hazards. * Must be willing to work overtime and off-hour shifts in emergency situations. * Must be willing to work with the constituents and odors associated with wastewater. Knowledge of: * Terminology, materials, methods, and techniques of equipment operation and use; tools used in the maintenance and repair of sewers, storm drains and related facilities; * Operation and maintenance of hand and power tools common to the field; * Safe work methods and safety regulations pertaining to the work; * Basic computerized recordkeeping applications and operation of computerized equipment; * Confined space entry procedures in accordance with Cal-OSHA Standards; and * Shop mathematics. Skill in: * Operating and maintaining collection systems sewer and storm drain equipment; * Operating and maintaining a variety of hand power tools and equipment used in the work; * Properly placing cones, barricades and warning devices and directing traffic flow at job sites; * Understanding and following oral and written instructions; * Performing heavy physical labor; * Preparing basic records and clear and concise reports; * Reading and interpreting plans, maps and blueprints, manuals and specifications; * Exercising independent judgment and initiative under general supervision; and * Establishing and maintaining effective working relationships, including communicating effectively, tactfully and courteously with those contacted in the course of the work.
