    _ JOB DESCRIPTION_

    Under general supervision, performs a variety of activities and duties related to program management and oversight of OEWD Workforce programs including Adult and Young Adult Programs with a focus on administration and oversight of Workforce Innovation and Opportunity Act (WIOA) - funded programs. The Workforce Programs Specialist will successfully implement the following (but not limited to) tasks: Adult and Young Adult Workforce program development, planning, implementation and evaluation; Conduct program analyses through prepared qualitative and quantitative data and makes recommendations for improvement; Provide capacity building, technical assistance and training for workforce community partner staff on workforce programming and data reporting systems, specifically related to federal funding guidelines and protocol; Data reporting and analysis to be formulated and presented in public settings; Engagement and partnership development with stakeholders, employers, community partners and the workforce system to best inform Adult and Young Adult Workforce programs; and performs other related duties as required.

    Specific functions include (but not limited to) the following:

    _Program Development, Implementation & Enhancement _

    • Responsible for managing WIOA – funded programming under the Adult and Young Adult Workforce programs portfolio in adherence to City’s local plan, regional plan, department procurement process guidelines, funding regulations and stakeholder workforce needs.
    • Develops and coordinates preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
    • Develops and monitors grantee work plans and performance to assure that program models effectively steer the development of successful programming.
    • Provides support for workforce program research including labor market data, industry trends, best practices, etc.
    • Actively participates and supports in writing procurement content for Adult and Young Adult Workforce programs and reviewing and rating workforce development proposals for these areas.
    • Oversight of Adult and Young Adult Workforce programming. In collaboration with community partners, develops effective program design, client services flow, and necessary reporting procedures to effectively serve and report on priority populations.
    • Coordinated Adult and Young Adult Workforce programs to best align with WIOA Core partners to streamline overall services for job seekers.
    • Coordinate with OEWD’s Equal Employment Opportunity (EEO) Officer, Workforce Program Compliance Manager, and the One-Stop-Operator to ensure that the department is compliant with federal America’s Job Centers of California (AJCCs) Hallmarks of Excellence requirements.
    • In alignment with Disability Coordinator, manage administration of San Francisco’s Ticket to Work programming to supports career development for Social Security disability beneficiaries age 18 through 64 seeking to enter the workforce.

    Contract Monitoring, Evaluation, Technical Assistance, Training and Capacity Building

    • Develops tools and methods of evaluating and monitoring effectiveness of Adult and Young Adult Workforce and programming to ensure they are in accordance to WIOA protocols.
    • Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are complying with federal, state and local funding requirements and guidelines.
    • Prepares, reviews and executes contracts and subcontracts for the disbursement of funds.
    • Provides technical assistance, facilitate training and sharing of best practices to workforce partners on programming and data reporting systems, and ensuring that federally-funded client data requirements are met.
    • Recommends program model or training modifications and adjustments to ensure responsiveness of programming to both employers and job seekers needs.

    • Oversight and management of Adult and Young Adult programming supported by multiple funding streams including WIOA, Community Development Block Grants (CDBG), General Fund (GF) and competitive federal grants and understand the intricacies of each stream.

    Reporting, Analysis and Presenting of Data for OEWD Management, City Officials and Key Stakeholders

    • Collects and evaluates qualitative and quantitative data through reporting systems.
    • Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to for senior management, Workforce Investment Board members, relative stakeholders, OEWD management and City officials.
    • Collects, prepares and presents a wide variety of reports, memoranda and correspondence.
    • Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
    • Provide recommendations on streamlining collection and processes for federally funded participant data.
    • Actively participates in WIOA work-groups for systems improvement for data, policies and procedures.

    Stakeholder, Community, Workforce System, and WIOA Partner Engagement and Convenings

    • In collaboration with direct supervisor, lead the coordination and implementation of multiple stakeholders (including employers, non-profit partners, educators, public officials and community members to provide comprehensive service models and address the workforce needs of the adults and young adults.
    • Develop strategies for distribution of collateral and various messaging to ensure that local, prioritized and under-served populations are aware of and have tangible access to Adult and Young Adult Workforce programs. Ensure collateral meets federal guidelines.
    • Spearhead effective engagement and outreach to diverse populations, including the justice involved community, public housing residents, public aid recipients, etc. through diverse partnership development.
    • In partnership direct supervisor, develop and implement strategies and partnerships with neighborhood community groups and coalitions as well as population-based groups and advisory boards or councils to best support Adult and Young Adult Workforce programming.
    • Attend conferences, trainings, meetings, strategy sessions and relevant stakeholder meetings to best inform Adult and Young Adult programming through learning practices and networking.
    • Actively participate in WIOA Core partner meetings and strategy sessions in partnership with the Employment Development Department (EDD), the Human Services Agency (HSA), City College of San Francisco (CCSF), and the Department of Rehabilitation (DOR) to best streamline processes and programs.

    DESIRABLE QUALIFICATIONS

    • Knowledge and direct experience developing and implementing Adult or Young Adult Workforce programming, distinctly understanding the unique needs of San Francisco neighborhoods and specific vulnerable populations.
    • Hold excellent interpersonal, written and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience.
    • Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
    • Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve marginalized populations.
    • Knowledge of San Francisco’s neighborhoods, local government, workforce development, and social services infrastructures.
    • Knowledge of and direct work experience with federal, state and local funding including (but not limited to) WIOA, CDBG, Department of Labor, General Fund, etc. Understanding of the regulations associated with each of these funding streams.
    • Ability to strategically plan multiple overarching elements of Adult and Young Adult Workforce programming to meet the shifting needs of employers and job seekers.
    • Knowledge and interest in various elements of WIOA programming oversight inclusive of grant management, policy and compliance work.

    These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class.     1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

    2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

    3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

    4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

    SUBSTITUTION:
    Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
