    Job Description

    Who We Are Looking For

    The Human Resources Office at Port of San Francisco is seeking a motivated recruitment and selection analyst to join the recruitment team.

    Under general supervision,1241 Human Resources Analyst performs professional-level human resources work in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. The current assignment will primarily focus on recruitment and selection.

    The essential functions of this position include:

    • Designs and implements selection plans in consultation with the Hiring Manager and Recruitment Supervisor.
    • Administers permanent civil service exams, exempt recruitments, post positions for reassignment, coordinate transfer recruitments, and other recruitments when necessary.
    • Performs thorough job analysis, develops exams and screening components, drafts and posts accurate job announcements, proficiently uses SmartRecruiters, and assists hiring managers with the selection process by preparing interview materials.
    • Coordinates the Post Referral Selection Process to ensure hires are made in compliance with the designated certification rule.
    • Interprets, explains and administers provisions of Memorandum of Understanding, Collective Bargaining Agreements, Department and City and County of San Francisco policies, and procedures, and personnel rules and policies for department managers, employees, interview panel members, job applicants and the general public.
    • Prepares written materials including letters, reports, memoranda and forms; compile recruitment information and statistics.
    • Establishes and maintains positive working relationships with hiring managers, staff, other City employees and the public through principles of professionalism, team building and exemplary customer service.

    Qualifications

    Education:
    Possession of a baccalaureate degree from an accredited college or university.

    Substitution : Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

    The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    The ideal candidate will have:

    • Experience with SmartRecruiters and PeopleSoft software
    • Experience administering examinations
    • Experience coordinating all activities related to the post referral selection process
    • Exceptional organizational skills (must be able to work on multiple exams and recruitment activities simultaneously)
    • Ability to effectively prioritize in a fast-paced work environment
    • Ability to meet rapidly changing deadlines and competing priorities
    • Ability to analyze and make logical decisions and/or provide recommendations for decision
    • A strong attention to detail, as well as interpersonal and customer service skills that exemplify the Port's values
    • Ability to work cooperatively and work well in a team
    • Excellent oral and written communication skills
