    Job Description

    THIS IS A TEMPORARY PROVISIONAL RECRUITMENT (TPV). PROVISIONAL IS THE TERM USED WHEN AN APPOINTMENT IS MADE TO A PERMANENT, DECLARED PERMANENT OR TEMPORARY POSITION IN THE ABSENCE OF AN AVAILABLE ELIGIBLE OR ELIGIBLE LIST OR IN AN EMERGENCY WHICH IN EITHER CASE, IS TIME LIMITED TO A CHARTER MAXIMUM OF THREE (3) YEARS UNLESS OTHERWISE APPROVED BY THE BOARD OF SUPERVISORS. PROVISIONAL APPOINTEES SHALL BE SEPARATED AS PROVIDED IN CIVIL SERVICE RULES SECTION 114 AT THE EXPIRATION OF THE MAXIMUM ALLOWABLE TIME OR UPON EXPIRATION OF THE APPOINTEE’S TEMPORARY POSITION. PROVISIONAL APPOINTEES SERVE AT THE DISCRETION OF THE APPOINTING OFFICER. 

    The Human Resources team at HSH is looking for a motivated analyst who will function as a journey level human resources generalist. Under the supervision and training of a Senior HR Analyst, the Human Resources Analyst is responsible for handling work related to recruitment and selection, onboarding/offboarding, position requests/control, leave management, workers’ compensation, reasonable accommodation and labor and employee relations. The best qualified candidates will center equity in their work, have excellent analytical and organizational skills, a strong attention to detail, as well as interpersonal and customer service skills that exemplify HSH's values.  This position also functions as the back-up payroll and personnel coordinator for the Department.

    Essential Duties and Responsibilities include:

    • Design and implement assigned departmental selection plans in consultation with the Hiring Manager and Human Resources Manager. 
    • Administer permanent civil service exams, exempt recruitments, post positions for reassignment, coordinate transfer recruitments, and other recruitments when necessary. 
    • Performs thorough job analysis, develops exams and screening components, drafts and posts accurate job announcements, proficiently uses SmartRecruiters, and assists hiring managers with the selection process by preparing interview materials.
    • Coordinates the Post Referral Selection Process to ensure hires are made in compliance with the designated certification rule. 
    • Coordinates portions of the on-boarding process of new hires (including rehires, transfers, reassignments, promotions etc.) in consultation with the Hiring Manager, Human Resources Manager and Payroll; coordinates the separation of employees.
    • Meets with employees to provide information on leaves of absences and reasonable accommodation, including providing the proper forms, designates leaves as appropriate, and partners with Payroll to track leave usage. 
    • Ensures all workers’ compensation claims are reported in a timely manner, and engages employees with reasonable accommodations due to an industrial injury where required.
    • Interpret, explain and administer provisions of Memorandum of Understanding, Collective Bargaining Agreements, Department and City and County of San Francisco policies, and procedures, and personnel rules and policies for department managers, employees, interview panel members, job applicants and the general public.
    • Prepare written materials including letters, reports, memoranda and forms; compile recruitment information and statistics.
    • Respond to and provide information to department representatives, labor organizations, managers, employees, applicants, other agencies and the general public regarding human resources issues.
    • Establish and maintain positive working relationships with section managers, co- workers, other City employees and the public through principles of professionalism, team building and exemplary customer service.
    • Complete required reports in a timely manner such as: hire plans, issuing timelines, weekly activity reports, etc.
    • Other related duties as required.
  • Qualifications

    Qualifications

    EDUCATION - Possession of a baccalaureate degree from an accredited college or university.

    EXPERIENCE - One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

    SUBSTITUTION: Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

    Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.

    DESIRABLE QUALIFICATIONS

    The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Experience with SmartRecruiters and PeopleSoft software
    • Experience administering examinations
    • Experience coordinating all activities related to the post referral selection process
    • Experience coordinating the onboarding process for all hire types (reappointment, reinstatement, reassignment, transfers, promotions, new hires etc.)
    • Excellent oral and written communication skills
    • Ability to work independently and as a team player
    • Ability to analyze and make logical decisions and/or provide recommendations for decision
    • Excellent judgment in handling confidential personnel issues appropriately and sensitively
    • Ability to effectively prioritize in a fast-paced work environment
