    Job Description

    APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed two (2) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

    SALARY: $92,170 to $112,034 yearly

    Under the supervision of the 5290 Transportation Planner IV, the 5288 Transportation Planner II will primarily be working on SFMTA’s Shared Spaces parklet permitting team. The Shared Spaces program originated as a COVID-19 pandemic response to enable the safe use of outdoor places like sidewalks, streets, and open lots for public and business activities. As Shared Spaces parklets become a permanent feature of San Francisco’s street and public realm toolbox, this Transportation Planner II will help transition from the emergency response program.  This involves working with other divisions within the SFMTA to develop the curb component of transit, bicycle, and other streetscape projects, and implementing the policies and programmatic recommendations identified in the Curb Management Strategy. It also includes close coordination with other city departments involved in Shared Spaces and engagement with businesses and merchant groups as they work through their permitting process.  These positions require good time management, professional and sensitive communications to elected officials, peers and stakeholders, familiarity in data collection, and analysis and critical thinking to use the results to draft recommendations and/or policy and present to the public.

    EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

    • Evaluates technical aspects of parklets involving various transportation modes (i.e., overall accessibility, pedestrians, bicycles, transit, and auto traffic circulation) and coordinates with experts in various Divisions to develop creative strategies to facilitate parklet activation.
    • Reviews and interprets legislation, codes, and regulations, and applies transportation legislation requirements to applications.
    • Evaluates and approves Shared Spaces permit applications and participates in efforts to enhance the program including policy development.
    • Prepares work orders and coordinates with SFMTA shops as needed for applications.
    • Participates in diverse team on case review and enforcement issues, including departments such as San Francisco’s Department of Public Works, Fire Department, and Planning Department.
    • Represents the program and agency to businesses, merchant groups, and other diverse stakeholders, including at public and City agency meetings.
    • Gathers data collection efforts to monitor program design best practices.
    • Prepares written and oral correspondence in response to public, advocacy group, Commission, or other agency inquiries.
    • Other duties as assigned.
  • Qualifications

    Qualifications

    MINIMUM QUALIFICATIONS:

    1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field; OR

    2. Possession of a baccalaureate degree from an accredited college or university preferably in transportation, mass transit planning or other closely related field; AND two (2) years of transit planning and/or transportation planning experience.

    Substitution: Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis. Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-for-year basis (30 semester units/45 quarter units equal one (1) year of experience).

    DESIRABLE QUALIFICATIONS: 

    • Excellent oral and written communication skills, including ability to communicate with diverse audiences with a variety of backgrounds.
    • Demonstrated ability to take initiative and multitask; work in a proactive, fast paced environment, work independently, collaboratively, and professionally; and be a team player.
    • Experience working in data and mapping programs, including Arc GIS and Excel.
    • Familiarity with curb management and parking issues, policies, projects and regulations.
    • Experience working with and commitment to equity and social justice issues and planning impacts on diverse communities.
    • Demonstrated skills in transportation planning, community placemaking, street activation, and the ability to translate that into clear written and/or graphically rich formats for wide audiences.
    • Demonstrated ability to collaborate, mediate, facilitate, build consensus, and resolve conflicts.
    • Possession of tact, professionalism, positive attitude, and passion for sustainable transportation and willingness to innovate to achieve the agency and city’s goals and objectives.
