    Under the general direction of the Train Control Upgrade Project Manager and supervision of the Lead Project Planner (Transportation Planner III), the Transportation Planner II plans the procurement, development, and maintenance of the future Train Control System, and assists in the planning of future subway and surface rail operations. This position is responsible for assisting the Project Manager in establishing project schedules, organizing project meetings, meeting with project stakeholders, and developing procurement plans, policies, and procedures.

    The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Transportation Planner II will assist the Project Manager in developing the business requirements for these contracts and planning the activities of staff including the train control supplier and contractors. The Transportation Planner II will be responsible for preparing and presenting project updates, and planning project phasing, including scheduling design workshops and installation activities. The Transportation Planner II will also support the environmental review of the project under CEQA and NEPA. The Transportation Planner II will represent the project in numerous interdepartmental coordination efforts, including meetings and communications.

    In addition, the Transportation Planner II will be responsible to the Project Manager for program evaluation and capital planning activities; they will be expected to respond to reporting and evaluation requirements from the Finance Department, funding agencies, and project controls. In this role they will assist in the creation of grant applications and the development of application materials, including modeling project outcomes, research, and writing reports.

    Examples of Important and Essential Duties :

    • Assists in developing and maintaining the capital plan for the Train Control Upgrade Project, works with funding agencies, grant administrators, and other capital planning staff to keep capital funding plan up to date.
    • Prepares grant applications on behalf of the project, performs necessary analysis to provide justification for funding, to include cost/benefit analyses, and assessments of operational effectiveness.
    • Works with the Project Manager, managers, and staff to develop requirements for the new train control system and its upgrades.
    • Represents the project to other San Francisco Municipal Transportation Agency (SFMTA) staff, vendors, and/or project teams.
    • Reviews project budget and maintains the project delivery schedule along with the Project Manager and other project administrative staff. Keeps the project budget updated with the latest information.
    • Coordinates and works with the Finance Department for booking incoming grants and budget revisions.
    • Develops and/or proposes modifications to operational plans, policies, and procedures concerning the train control system to accommodate the future capabilities of the system.
    • Assists with developing training programs and Standard Operating Procedures (SOPs) for rail operations using the train control system.
    • Assists with cost estimates and terms for new and existing contracts, and for proposed change orders or modifications.
    • Supports the development and review of the Train Control Upgrade Project Request for Proposal (RFP), participates in RFP review, and assists with calendar items for Board approvals.
    • Performs analysis of data generated from the train control system and provides recommendations for service or operational changes if necessary. Works with the Performance team to make the train control system data accessible and legible.
    • Works with the Service Planning department to ensure future rail service plans account for the capabilities and limitations of the train control system.
    • Supports the environmental review of the project under California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA); works with the SFMTA Planning team and the SF Planning Department to obtain the required reviews and approvals prior to Board action.
    • Writes reports and white papers to document global best practices for train control.
    • Reviews and manages workload assignment to consultants, junior staff, and interns as required.
    • Performs other duties as required.
  • Qualifications

    Qualifications

    Minimum Qualifications:

    1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field; OR
    2. Possession of a baccalaureate degree from an accredited college or university preferably in transportation, mass transit planning or other closely related field; AND two (2) years of transit planning and/or transportation planning experience.

    Substitution:

    Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis.

    Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-by year basis (30 semester units/45 quarter units equal one (1) year of experience).

    Desirable Qualifications:

    • A strong interest in promoting public transportation and a desire to learn about transit operations and the technologies driving them.
    • Knowledge of the principles, practices, purposes, scope, and techniques of various phases of infrastructure projects and/or transportation planning.
    • Master’s degree in planning, transportation, transportation engineering, public administration, or a closely related field.
    • Experience in public sector procurement, contract administration, or project management (local, state, or federal government).
    • Experience working with public transportation or in a public transit agency.
    • Experience with public sector finances or capital planning.
    • Demonstrated strong analytical skills and problem-solving ability.
    • Excellent written and oral communication skills.
    • Ability to communicate with diplomacy and conduct meetings with stakeholders throughout the agency.
    • Ability to work independently and manage multiple assignments simultaneously.
    • Ability to present facts clearly and concisely in the preparation of complex reports and presentations.
    • Proficient in Microsoft Word, Excel, and PowerPoint.
    • Proficient in Geographic Information Systems (GIS).
    • Proficient in Tableau data visualization and analysis software.
    • Proficient in various scripting languages (Python, SQL, R, etc.).
    • Proficient in Adobe Creative Suite, such as Illustrator and Photoshop.
    • Ability to work well with a diverse workforce.
