    Job Description

    ** What You'll Be Doing**

    • The HSH ADA Coordinator is charged with overseeing both physical and programmatic access and ADA compliance of HSH’s programs and services.
    • Acts as HSH’s lead ADA subject matter expert. Provides consultation and training to internal HSH staff and contracted providers and ensures consistency in the department’s response to ADA related issues.
    • Convenes and facilitates a regular ADA Coordination meeting with designated subject matter experts from across HSH’s divisions, including but not limited to the Programs Division, Real Estate and Facilities.
    • Serves as HSH’s lead point of contact with the Mayor’s Office on Disability (MOD). Receives and coordinates the department’s written response to all inquiries, complaints related to access/accommodations for persons with disabilities and other requests for follow-up coming from MOD, within 30 days of receipt.
    • Attends interdepartmental meetings to discuss citywide ADA-related issues with the ADA Coordinators of other City departments, MOD, the Human Rights Commission and the City Attorney.
    • Develop and implement a standard Reasonable Accommodation request and review process for the department, as well as associated workflows. Ensure staff who interface with clients are trained in the process and workflow.
    • Develop, update, facilitate and deliver an annual ADA training for HSH internal staff and for the site staff of all HSH-funded providers to ensure compliance with ADA, reasonable accommodation policies, Access to Shelter Programs for Persons with Disabilities, State and Federal Fair Housing laws, and department tracking and reporting requirements.
    • Develop and maintain systems to track all ADA requests, complaints and outcomes; monitor for compliance with policies and procedures; produce monthly and annual reports; and ensure protocols are in place for uploading accommodation decisions to the client file in the ONE System.
    • Support other HSH staff who directly interface with clients and contracted providers to ensure that they are able to respond timely and appropriately to ADA related requests and complaints. May research or support staff to explore whether and what type of accommodation might be provided.
    • Works with relevant HSH staff to ensure accessibility and disability-related concerns are appropriately handled across all HSH program areas.
    • Serve as a consultant to HSH staff and contracted providers during the new program/site design process to ensure that both physical sites and operational program designs are accessible and functional. Components of design to be considered include: physical accessibility, site safety and security, entrance and egress points and how the program fits into the flow of the surrounding area, and full portfolio accessibility.
    • Review and sign off on the Disability Checklist and other mandatory forms that are part of the City’s standard grant package requiring approval by the Board of Supervisors.
    • Partner with the HSH Programs Compliance Officer to ensure that contract and grant agreement monitoring tools appropriately capture ADA compliance requirements.
    • Partners with HSH Facilities and Real Estate teams, HSH Programs staff, HSH contracted providers and MOD to monitor and manage the physical accessibility issues related to City-owned and leased shelter/housing sites, and to help inform capital improvement budget requests.
    • Partners with the HSH Communications, IT and Programs teams to develop and maintain policies and tools to ensure full communication accessibility to persons with disabilities.

    _ Minimum Qualifications_

    Education
    A Baccalaureate degree in social work, public administration, business administration or a related field.

    Experience
    Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

    Substitution
    Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

    Desirable Qualifications
    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

    • Two years of verifiable experience working with residential programs for low income or homeless people
    • Certification as a Certified Access Specialist (CASp) preferred
    • Experience in coordination and development of ongoing efforts for ADA compliance
    • Experience in the development of policies, procedures, and protocols related to ADA and related laws
    • Demonstrated track record of creating and maintaining strong relationships with housing/shelter providers and clients and excellent customer service skills
    • Strong ability to manage several different projects simultaneously
    • Strong organizational skills, detail-oriented, and ability to remain flexible to changing program needs
    • Ability to be flexible and work in a team environment and take individual initiative
    • Experience in providing ADA services related to accessible facilities.
    • Substantial experience in evaluating or assisting public entities in evaluation the accessibility of facilities under Title II of the ADA.
    • Knowledge of current Federal, State, and City accessibility standards.
    • Strong analytical capabilities and organizational skills
    • Experience with contract/grant administration.

    • Ability to evaluate, recommend and implement improvements to programs
    • Ability to address access needs and remove access barriers
