    Job Description

    ** Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.**

    Position Description:

    The Workforce Policy Manager (9775 – Senior Community Development Specialist II) will report to the Workforce Impact Manager and lead workforce policy development and compliance activities.

    The Workforce Impact Unit sits within the Workforce Strategy team and supports the Workforce Division’s short- and long-term strategic planning, fund development, legislation and policy analysis, research and evaluation, policy body administration, and compliance functions.

    Under general direction, the Workforce Policy Manager (9775 – Senior Community Development Specialist II) is responsible for planning, organizing, supervising, and conducting detailed and complex professional-level policy work that has substantive impact on the operations of a department, agency or program in areas, including: budget development and administration; financial/fiscal and economic analysis and reporting; monitoring and administration of multiple-source capital projects and grants; development of contracting systems and administration of contractual agreements; development and evaluation of major administrative/management systems, functions, policies and procedures; impact analysis of existing, newly enacted and proposed legislation, regulations, law, court decisions and memoranda of understanding; and program evaluation and planning.

    The Workforce Policy Manager (9775 – Senior Community Development Specialist II) will supervise a staff of one, and may supervise a staff of up to three to successfully perform its duties.

    Specific functions include:

    Workforce Legislation and Policy

    • Engage in Federal, State, and Local workforce policy analysis and development.
    • Track relevant Federal, State, and Local workforce legislation and work with Senior Management to develop OEWD positions in response to State and Federal workforce legislation.
    • Lead development of local workforce legislation and coordinate presentations to local policy bodies.
    • Lead interpretation of US Department of Labor (USDOL) Training and Employment Guidance Letters (TEGL), CA Employment Development Department (EDD) Directives, and other workforce policy guidance and make recommendations for local application.
    • Coordinate updates of local workforce directives.
    • Support the department with interpretation of applications of the Workforce Innovation and Opportunity Act (WIOA), Trade Adjustment Act (TAA), and related workforce legislation.
    • Facilitate stakeholder processes for the development and implementation of workforce policy.
    • Represent Workforce Director on Federal, State, and Local policy bodies.
    • Staff and present at Workforce Division policy bodies (e.g., Workforce Investment San Francisco board (WISF), WISF Executive Committee, WISF Local Hire Trade Exemption Committee, Committee on City Workforce Alignment, et al.) and provide Brown Act, Sunshine, and other relevant legislative analysis.

    Federal and State Workforce Program Compliance

    • Act as primary WIOA Compliance Officer for Workforce Division.
    • Act as primary Equal Employment Opportunity Officer for Workforce Division.
    • Coordinate WIOA Performance Negotiation and annual CA EDD monitoring.
    • Coordinate the monitoring activities of projects for Federal, State, and Local compliance.
    • Oversee San Francisco Eligible Training Provider List (ETPL).
    • Direct the establishment of methods for project analysis and preparation of performance reports.
    • Reviews, presents and discusses program operational or policy continue improvement and process improvement opportunities with senior and administrative staff.

    Strategic Planning and Special Projects

    • Lead priority Workforce Division projects and manage Workforce Strategy contracts and grants.
    • Build partnerships with internal and external stakeholders across the San Francisco Workforce Development System and nine-county Bay Area economic planning region.
    • Support the Director of Workforce Strategy with strategic planning, including the development of the City’s Local and Regional WIOA Plan, Bay Area Comprehensive Economic Development Strategy, Citywide Workforce Development Plan, Community Development Block Grant Consolidated Plan, OEWD Strategic Plan, and other relevant strategic plans.
    • Facilitate interdepartmental working groups and committees.

    Workforce Research and Analysis

    • Conduct detailed research and analysis of evidence-based and best policies, practices, and procedures in the field of workforce development (quantitative and qualitative research).
    • Prepare policy papers and memoranda for the Workforce Director and senior management.
    • Develop and implement trainings for staff and community partners on key workforce issues.
    • Conduct labor market research using labor market statistics as well as stakeholder surveys.
    • Other duties as assigned.

    ** Minimum Qualifications**

    These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.     1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

    2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

    3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

    4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

    SUBSTITUTION:

    Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

    ** Desirable Qualifications**

    • Willingness to partner with other subject matter experts.
    • Excellent interpersonal, written, and verbal communication skills.
    • Experience working in government and/or nonprofit settings in service of economically vulnerable clients.
    • Experience with developing workforce and economic development practices, principles, and policies.
    • Experience with public policy and legislative analysis at the Federal, State, and Local levels.
    • Experience with developing and administering organization compliance policies.
    • Experience with managing public sector staff.
    • Knowledge of San Francisco’s neighborhoods and political actors.
    • Knowledge of State and Federal workforce and economic development policies, especially with regards to the Workforce Innovation and Opportunity Act (WIOA), Trade Adjustment Act (TAA), US Department of Labor, California Employment Development Division, and Equal Employment Opportunity Commission.
