    Job Description

    As a Civil Engineer Principal, you will lead program planning, assigning, monitoring, and evaluating the work of subordinates within the section engaged in permit application review and issuance for regulating the use and occupancy of the public right-of-way. Also, you will serve as a primary point of contact for other divisions/sections within Public Works, other City Agencies, and external stakeholders for issues related to permit issuance impacting the public right-of-way.

    Important and Essential Duties:
    As a Civil Engineer Principal, your duties may include but are not limited to the following:

    • Overseeing the functions of providing permitting review services through its service 'window' at San Francisco’s Permit Center in partnership with the San Francisco Department of Building Inspection (DBI).
    • Reviewing the first "addendum" to building permits, encompassing grading, site excavation, and shoring plans to ensure compliance with City codes and standards for sidewalk and street grades, permit conditions, plans, and specifications and securing compliance with the Americans with Disabilities Act and California Title 24.
    • Initiating, evaluating, developing, implementing, and maintaining standards, methods, policies, forms, and procedures to review the Permits Section.
    • Determining section’s staffing levels, staff retention and recruitment, and performance appraisals to maintain the efficiency and effectiveness of the permitting process.
    • Assisting the Bureau Manager in making revisions to programs, objectives, and goals; developing, interpreting, and coordinating permit issuance policy for the department.
    • Making regular contact with the general public, other departments, contractors, and outside organizations relative to permits-related practices and procedures
    • Representing the department at public hearings, in legal procedures, and before the Board of Supervisors and various commissions; in administering the bureau’s statistics to ensure service level goals are met.

    Minimum Qualifications:

    Experience:
    Nine (9) years verifiable professional engineering (e.g. civil, mechanical, electrical, sanitary/chemical/environmental or transportation/traffic) work experience, of which six (6) years of that experience must be as a licensed professional engineer. Two (2) of the nine (9) years must be equivalent to the City and County of San Francisco class 5211 Senior Engineer; AND

    License:
    Possession of a valid California License as a Registered Civil, Electrical, Mechanical, Chemical or Traffic Engineer.

    ** Notes:**
    1. Some positions in this classification may require additional special engineering licensing and/or work experience in areas such as Construction Management, Structural Design, Corrosion, Fire Protection, Geo-technical Engineering, Environmental, Instrumentation and Control Systems, Cost Estimating, Scheduling and Project Controls.

    2. Some positions may require possession of a certificate issued by the International Conference of Building Officials (ICBO), International Code Council (ICC) or an equivalent certifying body.

    _Valid Driver’s License: Applicants must possess a valid State of California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. _

    Desirable Qualifications:
    The following qualifications are preferred and may be used to determine candidates who advance to the interview stage or are considered finalists for hiring:

    • Managerial experience in permit review and issuance with the public right-of-way.
    • Experience in bridge construction projects.
    • Experience in project management, contract administration, and the development and implementation of a new database system (e.g. permitting, inspections, mapping, and maintenance, enhancing operational efficiency and data management across multiple areas).

    Selection Procedures:

    The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the department will move forward in the recruitment process.

    Minimum Qualification Supplemental Questionnaire (MQSQ):
    Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
