Job Description
1. Manage the day-to-day workflow of an FCS Program by providing oversight to supervisors.
2. Act as a point-person for supervisors, analysts or other staff to go to when they have questions or when higher-level decisions need to be made; provide tools and resources for staff to successfully perform asks and duties.
3. Manage, oversee and/or implement planning activities at an FCS Program at a level which will frame contract development, contract management, policy development, and program implementation.
4. Oversee and manage all personnel issues by counseling, coaching, mentoring, disciplining staff to ensure employees' performance levels are acceptable and employees are held accountable.
5. Provide regular update reports to the Program Director to facilitate communication between the Program Director and staff. This role requires attending regular meetings with staff to share essential information, ensuring the effective operation of the Program.
6. Manage and oversee the implementation of policy and procedures. Verify and ensure staff are following appropriate policy and procedures.
7. Attend community, City, State, and Federal meetings as needed to share and gather information for the Program. Some meetings may occur out of state, on weekends, or outside traditional work hours.
8. Address, manage, and resolve both internal and external complaints. Internal complaints may involve work-related issues between staff and supervisors, while external complaints may come from youth, families, or caregivers regarding processes, potential biases, or the quality of services provided by staff.
9. Lead teambuilding initiatives and boost morale within the team and across the entire office.
10. Review and analyze current data reports on compliance and outcomes.
11. Facilitate data discussions with staff and supervisors.
12. Develop measures of performance as needed to promote good practice and outcomes.
13. Develop and implement guidelines to enhance services for children and families, ensuring high-quality delivery. Provide oversight and accountability for contracted services as necessary.
14. Collaborate across HSA and with partner organizations to achieve agency goals.
15. Collaborate with HR, personnel, and other departments to manage hiring, progressive discipline, and other personnel matters.
Qualifications
1. Education : Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience : Four (4) years of full-time professional experience in a public agency, non-profit organization, or private sector, either providing direct client services in child welfare or performing professional duties involving contract analysis, development, administration, or management within the field of child welfare.
Substitution for Experience: Possession of a Master’s Degree in Social Work, OR possession of a Master's Degree from a two-year (2) counseling program from an accredited college or university. (Qualifying Master's Degrees in counseling include Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling and Counseling Psychology that included a supervised field placement as part of the course curriculum) may substitute for one (1) year of the required experience as described above.
Substitution for Education: Applicants may substitute up to two (2) years of the required education with additional qualifying experience. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Selection Procedures :
Supplemental Questionnaire Examination (Weight: 100%):
Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: Technical knowledge of the principles and practices in Family and Children’s Services; knowledge of programs and program management in Family and Children’s Services; problem solving ability, and interpersonal skills. All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
