    • Establish outreach service provision with military installations, Reserve and National Guard facilities within a designated geographical area. * Provide transitional assistance program briefings to Military, Reserve, and National Guard personnel transitioning from combat service/active duty to civilian life. * Develop and distribute outreach materials to include brochures, fact sheets, web content, and other targeted information which highlights Vet Center services and locations.
    • Provide training and information to VA staff, other federal agencies and community agencies regarding both Vet Center services and the combat experience. * Develop and maintain working relationships with a network of service provision agencies and individuals in all areas relevant to transitioning combat service members and their families. * Both organize and participate in a myriad of community activities and events that have high probability of GWOT, OEF, OIF, and OND veterans present such as "Welcome Home" parades and picnics, Veteran Service Organization meetings and events, GWOT service recognition events, etc. * Assist clients, their families, and representatives, and faculty staff members in recognizing and removing institutional barriers to the provision of optimum readjustment counseling to transitioning combat veterans and their families. * Identify existing and potential problem areas, suggest solutions or alternatives to existing procedures which contribute to these problems. * Provide crisis intervention, stabilization and follow-up to GWOT, OEF, OIF, and OND and their significant other, and families. Crisis situations may involve intervention in potential suicide, assault, and homicide situations. * Provide vocational, educational, benefits, and related services, guidance, and referrals to GWOT, OEF, OIF, and OND and their significant other, and families.Engage in a variety of community outreach activities that will promote the use of the services of the Vet Center.Prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2018. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with planning community events, providing briefings, education and training, developing and maintaining working relationships, organizing data, developing and distributing marketing materials, promoting an agency at outreach events.. OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or a Bachelors degree with Superior Academic Achievement. OR, * Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education in excess of the first year or 18 semester hours. Superior Academic Achievement: SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.): Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements: Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or on public transportation. A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday; however, no special physical demands are involved in performing the work.
