    Job Description

    The Deputy Chief Digital Services Officer (Deputy CDSO) is a senior web/data advocate for the City and a critical senior management role on our 48-person team. As the back up to the Chief Digital Services Officer (CDSO) as needed, the Deputy CDSO is responsible for overseeing and administering the annual division budget, leading strategic and policy initiatives, and managing staff including their recruitment and retention, development, training, and project roles. This position also leads performance management initiatives, manages multiple procurements and accounting, manages a small policy, communications and administrative team, and provides support supportive across teams.

    Under the direction of the CDSO, the Deputy CDSO leads a small ops-and-finance team directly, and indirectly supports a team of 45 designers, engineers, product managers, data professionals, project managers, content specialists, and line managers. The Deputy CDSO will also support the CDSO in representing Digital and Data Services around the City in building strong relationships with our partner departments and engaging with our internal and external stakeholders.

    Essential duties include, but are not limited to, the following:

    Visible leadership and Collaboration

    • Partner with the CDSO to achieve DDS’s ambitious web and data goals
    • Serve as an informal coach and mentor to line staff and line managers across DDS
    • Act as a respected leader within the department and citywide
    • Engage with departments and stakeholders across the City to communicate the importance of modern digital and data practices in support of City goals.

    Financial and Communications Operations

    • Work with CDSO to draft, oversee, and administer DDS’s annual $12M+ budget
    • Supervise two policy, communications, & operations staff
    • Manage workorders, contracts, tech marketplace procurements (in partnership with ADM CIO), and inbound/outbound invoicing
    • Manage physical space leases
    • Partner with CDSO on high-level City meetings & committees
    • Assess resource levels based on operational costs, workorders, and priorities

    Team sustainability

    • Serve as the key liaison with central human resources for recruitments and hiring
    • Lead biannual team performance review cycles
    • Work with the CDSO to continuously improve management practices & capacity
    • Manage team meeting schedules and administrative processes
    • Oversee team events or celebrations
    • Manage consolidated calendar for team releases, administrative events, and milestones

    Support the advancement of digital practices throughout the City

    • Champion SF.gov, DataSF, and modern technology practices in all City forums
    • Help craft policy changes to enable more impactful City use of technology
    • Serve on hiring panels for key technology roles as requested
    • Serve as an advisor or evaluator for key RFPs as requested
    • Present to committees or groups with CDSO or CDO as requested

    We are looking for someone who has:

    • Ability to navigate and adapt to the complexities and nuances of the public sector
    • Ability to build consensus among varied stakeholders
    • Past budgetary responsibility for a team of ten or more
    • Experience managing line managers and/or large teams
    • Leadership experience in digital, data, or web initiatives
    • Hands-on web or data experience at any level
    • Experience with governmental legislative and budget processes and practices
    • Experience with governmental contracting and hiring policies
    • Experience forming strong cross-departmental relationships
    • Experience presenting and negotiating at executive level, with technical and non-technical audiences
    • Strong communication skills both orally and in writing (persuasive, authentic, and clear)
    • Bilingual skills
    • Self-awareness and humility

    ** Nature of Work:**
    Must be willing to work a 40-hour per week schedule.

    Minimum qualifications

    • Possession of a baccalaureate degree from an accredited college or university; AND
    • Five (5) years of professional experience in policy or technology of which three (3) years must include experience supervising professional staff.
    • Substitution language: May substitute up to two years of education with additional qualifying years of experience.
