    Job Description

    With support from colleagues in the City’s central Grants Office, Grants Accounting, and key fiscal staff in operating departments, the Grants Compliance Manager oversees key aspects of the City’s federal, state and philanthropic funding; supports departments in assessing, interpreting and managing grant compliance processes; and implements training and process improvements to the City’s grants management practices.

    Essential Functions

    • Serve as an internal expert on post-award grant compliance and management best practices.
    • Provide expert-level guidance to departments related to allowable cost principles and other grant- and contract-specific requirements.
    • Work with program and fiscal staff to develop and implement processes to ensure grant compliance.
    • Design and execute monitoring processes, including conducting file audits, assessments, and documenting results for the purpose of improving City-wide processes.
    • Write new and update existing policies, procedures and standard operation documents as required, to ensure compliance with grants.
    • Identify potential areas of compliance risk; remain abreast of compliance changes and activities and identify trends; and communicate appropriately with staff concerning policies, procedures and updates.
    • Work with City staff to develop an effective compliance training program and provide necessary training to staff as it relates to grant administration. compliance policies, and audit responses.
    • Provide compliance update reports to senior management as requested.
    • Coordinate with the Pre-Award Grants Manager for full grant lifecycle management.
    • Assist in the management of large, inter-departmental grants.
    • Other Duties
      • Represent the Finance cluster on high-profile interdepartmental grant-related initiatives, working groups, committees, and other convenings.
      • Support certain process improvement projects and initiatives.
      • Cultivate relationships with grants colleagues on other City departments.
      • Other duties as assigned.

    Competencies, Knowledge, Skills and Abilities

    • Experience with federal grants, grant audits, disaster recovery funding, and budgeting.
    • Familiarity with City accounting and budgeting systems and processes preferred, but not required.
    • Experience working within government and with elected officials, constituents, and advocacy organizations.
    • Ability to work independently and with a team to achieve goals.
    • Ability to problem-solve and think creatively to produce solutions.
    • Proven track record in establishing and sustaining collaborative and effective working relationships with leadership, direct supervisor(s), peers, staff, consultants, service providers, and vendors.
    • Ability to communicate effectively – verbally and in writing – with a variety of stakeholders.
    • Strong public presentation skills and experience, strategic thinking, and high professional ethics.
    • Experience identifying relevant performance and outcome metrics and using the information for improvement and evaluation purposes.
    • Intermediate proficiency with Microsoft Excel and data analysis.

    Salary Range: $90,000 - $105,000
