    Duties

    As a/an Health Scientist (Program Evaluation) you will:

    • Evaluate activities using Centers for Disease Control and Prevention (CDC) six step evaluation framework.
    • Plan and conduct program monitoring and evaluation studies or projects to identify public health problems and improve the efficiency and effectiveness of public health programs and policies.
    • Collect, analyze, and interpret data using appropriate quantitative or qualitative methods related to the assessment and improvement of program efficiency and effectiveness.
    • Collaborate with internal staff on some or all steps of planning and conducting program monitoring and evaluation.
    • Provide training and technical assistance to internal audiences and to international, national, state, and local health agencies and to various other organizations about assessing, measuring and/or evaluating efficiency or effectiveness of local, state, national, and international level efforts.
    • Disseminate public health evaluation and monitoring findings to appropriate scientific colleagues, practitioners, constituents, stakeholders, and the public upon approval by senior scientist(s).

    Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

    • US Citizenship required.

    • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.

    • One-year probationary period may be required.
    • This position may be subject to a Collective Bargaining Agreement.
    • Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
    • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
    • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

    Basic Qualifications:

    Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    Minimum Qualifications:

    To qualify at the GS-11 grade level , you must have at least one year of specialized experience at or equivalent to the GS-09 grade level , which must include the following experience: collecting and analyzing quantitative and qualitative data; and planning and/or conducting studies or projects to identify public health problems.

    Specialized experience is experience in developing a data collection and analysis plan, collecting, and analyzing quantitative and qualitative data and planning and conducting program monitoring and evaluation studies or projects to identify public health problems.

    OR
    3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    OR
    Have a combination of education and specialized experience that meets 100% of the qualification requirements for this position.

    To qualify at the GS-12 grade level , you must have at least one year of specialized experience at or equivalent to the GS-11 grade level , which must include the following experience: evaluating and monitoring public health programs, policies, or issues; and formulating policy and/or program development and evaluation techniques.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
