    Job Description

    Under direction, the 2904 Human Services Technician performs a variety of duties to assist professionals in HSA's Department of Disability and Aging Services (DAS). The Human Services Technician may work in DAS's In Home Support Services (IHSS) program or its Adult Protective Services (APS) program.

    ESSENTIAL DUTIES:

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

    Adult Protective Services Essential Duties

    1. Assists Protective Services Worker by transporting clients to and from medical, legal, financial, social services appointments, other miscellaneous appointments, or stores both inside and outside of San Francisco.
    2. Observes and provides standby assistance for heavy cleaning or other services and provides directions to ensure accuracy.
    3. Obtains and delivers various items such as food and/or other household items as requested by the client.
    4. Makes routine home visits to observe, record, and report on client living conditions, ensuring client safety and wellbeing in their home.
    5. Reports abuse/neglect to Protective Service Workers/Social Workers when client abuse/neglect is witnessed and/or if the client reports abuse/neglect.
    6. Reserves City vehicles from the car desk and drives City vehicles. Informs the car desk of any car malfunctions or maintenance issues.
    7. Attends job-related training to learn about issues that affect clients (i.e. elderly or dependent adults, Veterans).
    8. Cleans and disinfects items used to transport or assist clients.
    9. Assists clients with the completion of forms or applications.
    10. Pick up and deliver documents as needed.
    11. Maintain confidentiality and case records related to client information.
    12. Processes special payment and required documentation in a timely fashion.

    In Home Supportive Services Essential Duties:

    1. Reviews individual providers’ timesheets before payroll processing to ensure accuracy, makes corrections when timesheet violations occur, and answers related timesheet questions.
    2. Promotes individual providers’ use of the Electronic Service Portal and Telephonic Timesheet System – systems used to complete and submit their timesheets.
    3. Trains individual providers on how to fill out their timesheet.
    4. Addresses and resolves I-Tasks/CMIPS task assignments.
    5. Addresses questions regarding payment issues and processes requests for replacement warrants to the State controller’s office when needed.
    6. Serves as the liaison between recipients and individual providers.
    7. Provides employment verification for individual providers.
    8. Compiles and gathers necessary documentation to process employment enrollment for new individual providers.
    9. Conducts orientation for new individual providers to inform them of related rules and regulations.
    10. Responds to calls that come into our IPAC call center
    11. Provides direct assistance to providers and recipients at the IHSS service counter at Department of Disability and Aging Services (DAS) Benefits and Resource HUB.

    Essential Duties for Both Programs

    1. Assists in maintaining client case records by ensuring that they are correctly filed (i.e. identifying and obtaining missing documents, filing new materials, updating standard forms).
    2. Performs general office duties such as photocopying, filing, answering the telephone, maintaining case files, completing various forms, using the computer.
    3. Greets people in a friendly and professional manner in-person or by telephone. Listens intently and responds appropriately to questions in accordance with related laws and Agency policies and procedures.
  • Qualifications

    Qualifications

    ** Experience** : One (1) year of experience in providing services to seniors or adults with disabilities in a public or private setting. An example of qualifying experience would be a case aide or para-professional in an adult services or in-home supportive services program, adult care facility, group home, residential treatment facility, shelter workshop for developmentally delayed, or nutritional sites. Experience as an independent provider is not qualifying experience.

    ** Substitution of Experience:** Fifteen (15) semester units (or equivalent quarter units) of coursework, from an accredited college or university, in child development, social welfare, social/human services, sociology, or other social or behavioral science may be substituted for up to six (6) months of the required experience as described above.

    License and Certification:

    Some positions may require possession of a valid California Class C driver license and a good driving record.

    Special Requirements:

    Some positions may require ability to lift and carry up to 40 lbs.

    SELECTION PROCEDURES

    Multiple Choice Examination (Weight: 100%)

    Candidates who meet the minimum qualifications will be invited to take a remote multiple-choice exam. The exam is designed to measure essential knowledge, skills, and abilities in job-related areas which may include, but not limited to:

    • Ability to communicate in a clear and concise manner that is easily understood.
    • Skill to be detail-oriented.
    • Ability to provide courteous customer service in-person and by telephone.
    • Interpersonal Skills.
    • Knowledge of and ability to operate office equipment.

    This computer-administered test can be taken at home or at a time and location of one’s convenience, but only within the time period specified on the test notification. Candidates must have access to a computer and reliable internet connection to participate in this exam. Candidates without access to a computer should contact the analyst as soon as possible for accommodation.

    The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

    A passing score must be achieved on all examination components in order to be placed on the eligible list.

    Additional Information

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
