    Job Description

    Appointment Type:
    This is a Category 18, Permanent Exempt (PEX), position not to exceed three (3) years. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104 and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. This is a full time, 40 hours per week appointment.

    Under direction of the 1044 – Principal Applications Engineer, the 1042 - IT Applications Engineer will provide software engineering and application support across all divisions of DEM to enhance operational efficiency and resource management. The incumbent will be responsible for automating and streamlining processes which includes web development to support collaboration and communication across SFDEM.

    Essential Duties and Responsibilities include but not limited to:

    • Develops automated tools for various enhancements such as sending notifications for timesheet approvals; onboarding and offboarding of personnel.
    • Develops web pages for the department that supports collaboration and communication using the SharePoint platform or other front-end frameworks.

    • Identifies opportunities for operational improvement to increase system reliability, performance, and overall functionality; analyzes, researches, and determines requirements for enhancements of system software and communication strategies.
    • Receives and evaluates system modification recommendations generated by users to aid in performance of their duties. Consults with subject matter experts on the configuration, feasibility and implementation of enhancements. Maintains accurate records of accountability/viability documentation.
    • Designs, plans, and performs systems integration of various protocols, systems software, hardware and communications platforms.
    • Configures, maintains, enhances and supports commercial software packages, internally developed applications, and web services.
    • Assists in customization and adding new features to commercial software packages and internally developed applications according to end user requests.
    • Assists with applications administration; including database tools, SharePoint tools, and other IT systems that DEM maintains
    • Maintains day-to-day operations of various applications within scope of project limits.
    • Assists in designing and building new applications based on customer's requirements and specifications.
    • Writes and performs tests for applications, fixes problems as they arise and assists with product launches.
    • Provides technical support and helps to troubleshoot problems related to applications.
    • Writes technical documentation and uses best development practices regarding version control and testing. Develop and review documentation prior to general distribution.
    • Performs software upgrades and assists in keeping track of software licensing.
    • Trains staff on procedures and new applications; provides technical assistance on the use of systems.
    • Works effectively alongside other disciplines such as product management, design, design research, and content strategy to determine and reach goals.
    • Performs related duties as assigned.

    MINIMUM QUALIFICATIONS

    Education:
    An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

    Experience:
    One (1) year of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

    Substitution:
    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/r forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

    Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

    Desirable Qualifications:

    • One (1) year of software development experience in an enterprise level system using various programming language (i.e. C++, Java, Python, Visual Basics, etc.) along with low level and Object-Oriented coding.
    • One (1) year of experience with development tools in MicroSoft stack or modern web framework. (i.e. developing web pages using Sharepoint/React/Vue/Angular, creating java scripts within Excel, Developing GUI interface within MS Teams).

    Note: One year of full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
