    Job Description

    Under the direction of the 911 Administration IT Financial Manager, this employee will assist with the responsibility of the procurement, invoicing, accounting, and budget processes for public safety IT related projects. The position requires the ability to interpret and prepare financial records ensuring that IT projects are in compliance with the City’s accounting and financial regulations. Salary is commensurate with the education and qualifications of the successful candidate.

    Essential Functions

    • Review IT procurement requests submitted electronically through a centralized collection system. Requests are generally related to software, hardware, professional and other services, maintenance of hardware and software, communications, training, and other IT related items
    • Implement, modify, and document fiscal records in the City of Philadelphia’s and OIT’s accounting/financial systems such as FAMIS, ACIS, ADPICS, CBMS, Excel and Access. Maintain database that logs all pertinent information related to each request
    • Ensure all procurement supporting documentation is complete and accurate. Follows up with internal and external departmental contacts if additional information or clarification is required for processing requests
    • Obtain approval from various internal OIT Chief Officers and Deputies for technology approvals, and IT Financial Managers for budgetary approvals
    • Receive and process vendor invoices, ensures all backup documentation has been submitted and information is accurate
    • Log pertinent data into MS Access databases, and seeks ways of improving database relationships and structure
    • Work with the Office of the Director of Finance to process payment vouchers electronically.
    • Work with the Procurement Department to update/extend existing contracts/related info
    • Work with vendors to obtain required documentation to facilitate and expedite procurement and payment processes, as necessary
    • Work with 911 IT Financial Manager to gather information for Audits and Annual Reconciliations
    • Process SOP’s, OA’s and contract add-ons and provide contracting support as needed
    • Develop analysis and reports as requested.
    • Assist the IT Financial Managers to develop, maintain and analyze the 911 IT budget, to prepare monthly and quarterly reports that compare budgeted costs to actual expenditures, to prepare various reports to PEMA

    • Accounting principles, budget formulation, evaluation, and administration including the execution of provided guidelines
    • The principles and practices of financial administration as applied to the analysis of budgetary objectives and procedures
    • The principles of finance as applied to budget preparation and control
    • Principles and practices of administrative analysis and managerial operations
    • The foundation knowledge of City and agency rules
    • Basic knowledge of IT business terms and needs
  • Qualifications

    Qualifications

    EDUCATION
    Completion of a bachelor's degree program at an accredited college or university with major course work in accounting, finance, economics, or related field. Master’s degree a plus.
    EXPERIENCE/SKILL

    • Full performance position; 1 – 4 years accounting /fiscal/budget experience, preferably with the City of Philadelphia.
    • Familiarity with the Microsoft Office Suite required. Familiarity with the City’s ADPICS and FAMIS systems are preferred.
    • Attention to detail is critical in order to prepare and interpret a variety of financial and budgetary reports and statements.
    • Candidate must be comfortable with basic Information Technology issues.

    An equivalent combination of education and experience deemed acceptable by the Chief Administrative Officer and/or the agency department head will also be considered. However, a bachelor’s degree is required.

    Additional Information

    Salary Range: $60,000 - $65,000

    Starting salary to be determined based on experience and qualifications.
