They serve as the point of contact on labor/management issues such as grievances, unfair labor practices, appeals, etc. They research and analyze case law, contracts, precedents, policies, arbitration decisions and guidance, etc. They anticipate management needs and respond to inquiries regarding union and employee rights, implications of arbitration decisions, FLRA regulations, etc. They coordinate and develop management's position on controversial issues. They initiate actions that address problems that result from work performance that infringe on employee rights. They conduct studies, analyzing factors such as turnover, absenteeism, grievances, accidents, etc. WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION:The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential. One (1) position is located in HCO/Workforce Relations/LR-ER Field Operations, Alerts Technical Support. Selectee will remain in their current POD. -Responsibilities As a Human Resources Specialist (Employee and Labor Relations)Field you will: GS-201-13 LEVEL -Consults with and provides authoritative advice to field and national office managers and staff on highly complex, sensitive, and difficult employee relations cases or issues. Provides expert advice on processing and adjudicating grievance and arbitration cases, adverse action appeals and standards of conduct, and on questions concerning the application of disciplinary and adverse action regulations. -Plans and develops employee relations program evaluation procedures. Leads or conducts evaluations of local and/or agency-wide employee relations programs, and prepares initial reports stemming from evaluations. Plans and delivers expert case analysis on allegations of misconduct. -Prepares employee relations policies, guidance, and IRM provisions for use Service-wide. Develops IRS policies, procedures, and guidance to implement RRA '98, Section 1203 accountability provisions and UNAX disciplinary process. -Develops guidance and performance tools to assist labor and employee relations practitioners in accomplishing their job. FLRA, U.S. Supreme Court, Comptroller General, OPM, MSPB, Office of Special Counsel and the Treasury Deputy Ethics Officer, and the Office of Government Ethics. Prepares position papers on the potential or actual impact of these trends and decisions on IRS policies and procedures, and recommends revisions or other appropriate action. -Provides employee relations information and advice to Chief Counsel and serves as an expert witness on behalf of IRS at or other third party hearings. Represents IRS at various meetings, workshops, and committees concerning employee relations laws and regulations; studies issues and prepares recommendations for new or revised laws, regulations, or procedures. BASIC REQUIREMENTS: GS-13 LEVEL:You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating expert knowledge of labor relations and employee relations law, theories, principles, and practices with an understanding of the full range interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; In depth knowledge of IRS/NTEU Agreement as well as other national and local agreements in order to advise and assist management in the interpretation/execution of the contract and other agreements; Extensive knowledge of principles and methods used in collective bargaining, including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; Knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Expert skills in consulting and facilitation techniques and methods. -The experience may have been gained in the public sector, private sector orVolunteerService.
