In this position, you will be responsible for analyzing, evaluating, and/or improving the effectiveness of taxpayer correspondence and related web content by applying plain language principles. WHAT IS THE WAGE & INVESTMENTDIVISION:The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. Specialized experience for this position includes: required knowledge of basic qualitative and quantitative techniques to gather, assemble, and analyze facts, draws conclusions, and devise alternatives and/or recommended solutions; Knowledge of analytical and evaluative techniques to identify, consider, and resolve conventional, observable issues or problems of a procedural or factual nature; Knowledge of the theory and principles of management and organization, including administrative practices and procedures, to improve procedures and determine program requirements; Knowledge of interview techniques to obtain and gather information; Knowledge of oral and written communication techniques sufficient to develop and deliver reports, presentations, and taxpayer correspondence and web content in plain language To be qualifying, your experience must be sufficient to: Prepare evaluations for a segment or phase of a broader project or study; Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Prepare draft reports and other substantive guidelines and materials; Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; and Make recommendations and conduct studies of employee/organizational efficiency and productivity.OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, or LL.M., if related. GS-12 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: knowledge of evaluative and analytical methods sufficient to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; Knowledge of the mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; and Knowledge of oral and written communication techniques sufficient to effectively develop and deliver reports, analyses, presentations, findings, briefings, recommendations, customer responses, taxpayer correspondence and web content in plain language, etc., and to effectively negotiate solutions. GS-13 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; Knowledge of management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations; Knowledge of budgeting methods and techniques to prepare analyses and estimates of resource needs; Knowledge of oral communication techniques to present findings and deliver briefings, help others in understanding and accepting findings and recommendations, and negotiate solutions to disputed recommendations; and Knowledge of written communication techniques to prepare project papers, staff reports, manuals, directives, taxpayer correspondence and web content in plain language. For Grade 11:You may qualify by a combination of experience and education.
