Job Description
The City of Philadelphia’s Office of Innovation and Technology is seeking an experienced and dynamic Learning Management System (LMS) Manager to lead the Learning Development division. The LMS Manager will address the need to train department IT staff on creating courses for newly developed software and develop a comprehensive employee training program that aligns staff with IT interests and relevant courses within the LMS and shadowing program. Additionally, the LMS Manager will be responsible for developing LMS courses aimed at increasing professional development and skill enhancement for IT staff.
Essential Functions
Key Responsibilities:
1. LMS Strategy and Management
• Develop and implement a comprehensive strategy for the City’s Learning Management System.
• Collaborate with department heads and stakeholders to identify training needs and align LMS capabilities with organizational goals.
• Ensure the LMS supports various learning methodologies, including e-learning, blended learning, and instructor-led training.
2. Training Program Development
• Design and develop training programs that match IT staff with relevant IT courses and shadowing opportunities within the LMS.
• Create and manage courses for newly developed software, ensuring IT staff are trained effectively.
• Develop and implement a structured employee training program to facilitate professional development and skill enhancement.
• Establish a shadowing program that allows staff to learn from experienced IT professionals.
3. System Administration and Support
• Manage system configuration, maintenance, and troubleshooting.
• Oversee user access, permissions, and role assignments within the LMS.
• Ensure data integrity and security within the LMS, complying with relevant policies and regulations.
• Provide technical support and training to LMS users, including administrators, instructors, and learners.
4. Content Development and Management
• Collaborate with subject matter experts to develop and curate high-quality learning content.
• Ensure that all learning materials are up-to-date, engaging, and aligned with best practices in adult learning.
• Manage the integration of external content providers and ensure compatibility with the LMS.
• Implement a process for continuous content review and improvement.
5. Data Analysis and Reporting
• Utilize LMS analytics to track user engagement, course completion rates, and learning outcomes.
• Generate reports and provide insights to inform decision-making and improve learning programs.
• Monitor and evaluate the effectiveness of training initiatives, recommending enhancements as needed.
6. Vendor and Stakeholder Management
• Liaise with LMS vendors and service providers to ensure optimal system performance and support.
• Manage vendor contracts, negotiations, and service level agreements in relations to LMS
• Foster strong relationships with internal stakeholders to understand their training needs and ensure the LMS meets those needs.
7. Professional Development and Skill Enhancement
• Develop LMS courses specifically designed to increase the professional development and skill set of IT staff.
• Promote continuous learning and encourage staff to participate in available training opportunities.
• Organize workshops, webinars, and other learning events to support IT staff development.
• Stay abreast of the latest trends and advancements in learning technologies and LMS platforms.

Qualifications
Completion of a Bachelor’s Degree at an accredited college or university. A minimum of five (5) years of experience in designing and implementing learning and development programs is required. Demonstrated ability to perform gap analysis and develop Learning & Development solutions. Strong experience in using learning metrics and analytics to measure the impact of learning solutions.
Additional Information
Salary Range: $100,000 - $120,000
