    Job Description

    The Program Support Analyst, under the guidance of the Knowledge and Resource Manager within the Alignment and Guidance team, plays a critical role in analyzing and coordinating the agency’s Medi-Cal policy needs and initiatives. This role supports the Alignment and Guidance Program’s broader mission, which encompasses community outreach, engagement, and the administration of related Economic Support & Self Sufficiency (ESSS) initiatives.

    Additionally, the Program Support Analyst oversees and coordinates the policy needs for CalFresh and Medi-Cal programs. In this capacity, the analyst collaborates with employees across all levels to assess policy needs, design and implement policy implementation efforts, and evaluate their effectiveness to ensure alignment with agency goals.

    ** ESSENTIAL DUTIES:**

    According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

    1. The analyst will supervise a team of program specialists who will work with employees at all levels of the Agency to assess Medi-Cal policy needs and support the implementation of Medi-Cal policy and regulations into internal business processes related, but not limited to, eligibility processing, eligibility systems, community outreach, staff training, and data collection.

    2. Receive, interpret, and analyze Medi-Cal policy and regulations received from Department of California Health Services (DHCS), and when appropriate, from The Centers for Medicare & Medicaid Services (CMS).

    3. Collaborate with appropriate stakeholders in the development and evaluation of new and existing county business processes to and assess for compliance with Federal and State Medi-Cal policy and regulatory requirements.

    4. Provide Medi-Cal policy support to management staff, eligibility staff, training, and outreach teams.

    5. Lead the analysis, planning, organization, and development of Medi-Cal policy related documents that meet the needs of the agency and employees.

    6. Act as lead Medi-Cal policy point of contact for external agencies such as, but not limited to DHCS, CMS, and health care providers.

    7. Lead and participate in data reporting efforts related to Medi-Cal caseloads and participants.

    8. Supervise and participate in administrative activities.

    9. Participates in a variety of complex and detailed programmatic responsibilities involving problem solving.

  • Qualifications

    Qualifications

    1. Education: A Baccalaureate degree in social work, public administration, business administration, social sciences, or a related field;

    AND

    2. Experience: Three (3) years of professional experience of which two (2) years are in the field of social services related to income maintenance or economic self-sufficiency programs. This experience includes responsibilities for functions such as supervising eligibility determination, case management, program development and administration, budget or contract development.

    License and Certification: Some positions require possession of a valid California driver license.

    Substitution:

    Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

    Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

    DESIRABLE QUALIFICATIONS:

    1. Strong writing and verbal communication skills
    2. Experience with CalSAWS

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    SELECTION PROCEDURES

    Supplemental Questionnaire Examination: (Weight –100%)

    Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination. This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: analytical skills, critical thinking, and other related skills.

    Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

    A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

    Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

    The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Additional Information

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of six ( 6) months , and may be extended with the approval of the Human Resources Director.
