The Department is recruiting to fill two (2) 5291 Planner III position.
The opportunities are as follows:
Planner III - Community Equity
Engages in urban planning activities as part of Tenderloin Community Action Plan team. Engages directly with responsible community, neighborhood organizations, focus groups, public meetings, and City agencies to support the planning process for community and City collaboration to address neighborhood issues. Compiles, analyzes, and interprets reports and data to provide operational context for output metrics to evaluate the progress and success of existing planning initiatives and determine the need for refinement. Oversees small City grants to neighborhood communities especially for small business support, as well as street and alleyway closures, activations and cleaning, block leader programs, and school crossing guards. Conducts, facilitates, participates in, and attends agency and community meetings at community locations. Makes public presentations regarding progress and outcomes of Tenderloin planning initiatives. Engages in one-on-one interactions with residents and stakeholders to assess problems, measure progress, and provide information, particularly with respect to Tenderloin community priorities for small businesses support, zoning changes, placemaking, investing in and celebrating people and culture, and maintaining infrastructure and street improvements in the neighborhood. Understands, assigns, and tracks agreed upon action items represented in long term Tenderloin Community Action Plan and holds responsible agencies accountable for execution. Provides information orally and in writing to residents, community organizations, City agencies, stakeholders, the Planning Commission and the general public regarding Planning Department activities, goals and programs. Position requires in person attendance and participation in work-related meetings and activities outside of normal working hours, including weekends and evenings, at community locations.
The successful candidate will be an effective community liaison with experience engaging diverse stakeholders in the Tenderloin, particularly with Chinese and Spanish populations; reviewing and translating materials and facilitating bilingual meetings; must have proven abilities in coordinating cross-agency and support policy implementation particularly for small business and economic development, and proficiency in data analysis and visualization (e.g. Adobe Creative Suite, Power BI, ArcGIS, Python) and project management. This role also requires candidate who is highly collaborative, and capable of representing the Department in public settings while advancing the Department’s mission values.
Planner III - Development Review
Performs difficult and responsible planning work in land use, zoning, development, recreation, urban design, urban economics and finance, housing, code enforcement, historic preservation and real estate; supervises or assists in the preparation and design of research surveys and projects and conducts the more difficult investigations; prepares or assists in the preparation of reports and planning studies; processes applications; provides information on planning policies, contracts, budgets, and procedures; conducts limited environmental reviews and may also coordinate environmental review processes; assists in the development and implementation of planning policies and procedures; reviews various building and land use permit applications; prepares, checks, and reviews important technical records and plans; has considerable contact with representatives of government, community groups, developers, business organizations and the general public; and performs related duties as required. May coordinate complex projects involving the resolution of conflicting interests and may supervise subordinate staff. Reviews complex land use development applications and architectural plans for conformity with the General Plan, Planning Code, and various design guidelines. Reviews and enforces ordinances, rules, regulations, policies and procedures and applying them to land use development applications. Provides information orally and in writing to City agencies, property owners, developers, community organizations and the general public. Conducts site and field inspections of land, economic activities, transit patterns, and buildings and streets. Prepares computer-based graphic materials, performs electronic document review using electronic storage systems. Conducts research studies and formulates planning policy recommendations. Plans for future developments and determines the environmental impacts of proposed projects. Prepares governmental documents such as public notices and staff reports. Presents before public bodies, such as the Planning Commission and Board of Supervisors. Implements the historic preservation work program. May be required to attend meetings or participate in work related activities outside of normal working hours (evenings and weekends) in various community locations.
Successful candidates must have strong experience in Urban Planning and Policy, with the ability to manage complex land use, zoning, housing, and Urban Design projects. They must be able to review development applications and architectural plans for consistency with planning codes, environment regulations, and design guidelines; Strong communication and research skills including the ability to prepare staff reports, conduct environment reviews and work with diverse stakeholders-including government agencies, developers, and community members.

Minimum Qualifications
Possession of a master's degree from an accredited college or university or foreign equivalent degree in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design)
