    Job Description

    ** Why join the Office of Contract Administration?**

    As a Principal Contract and Solicitation Development Analyst, you will play a critical role in supporting OCA’s contracting staff with the development of complex procurements. Your expertise in data analysis, research, and writing, combined with a keen attention to detail, will ensure the accuracy of our staff’s solicitation and contracting documents and support the development of data-driven solicitation strategies.

    ** What you will typically be responsible for:**

    1. Develop Project Timelines:
    * Collaborate with stakeholders to understand the full scope of the project.
    
    * Break the project into phases, identifying critical milestones (e.g., RFP release, vendor selection, contract award).
    
    * Assign specific deadlines for each key activity, milestone, and deliverable.
    
    * Ensure deadlines align with stakeholders’ expectations and resource availability.
    
    1. Conduct Research: * Meet with City departments and stakeholders to gather detailed information on the services or goods needed. * Analyze supplier usage report to understand historical need to date. * Research the industry to understand current trends, pricing, and potential vendors. * Research potential vendors who can perform the required services based on their capabilities and operations.
    2. Define and Draft Scopes of Work: * Draft comprehensive Scopes of Work that outline the project goals, deliverables, technical specifications, and timelines. * Ensure the SOW is clear, concise, and aligns with stakeholder expectations. * Incorporate any compliance requirements, industry standards, or legal considerations. * Specify measurable performance indicators and key deliverables.
    3. Define Potential Pricing Structures * Work with stakeholders to explore pricing options (e.g., fixed price, time and materials, or cost-plus contracts). * Analyze market pricing data to propose a pricing model that is competitive and meets budgetary constraints. * Ensure the pricing structure is scalable and flexible to account for adjustments or unforeseen changes.
    4. Develop Vendor Evaluation and Selection Criteria * Develop Minimum Qualifications for the solicitation. * Identify technical, functional, and operational requirements that vendors must meet to qualify. * Create a clear scoring system to evaluate vendor proposals .
    5. Perform Final Review for Accuracy and Completeness * Gather feedback from stakeholders and legal teams to refine the SOW and pricing structures. * Make any necessary revisions and finalize the documents for inclusion in the solicitation package. * Conduct comprehensive reviews of the draft SOW and pricing structures to verify that all key elements are accurately represented. * Ensure all solicitation and contract documents are devoid of errors and ambiguities, with clear direction for all potential vendors.

    • Excellent written and verbal communication skills
    • Strong research, analytical and quantitative skills with meticulous attention to detail and the ability to extract and interpret large volume of data
    • Experience in cost and market analysis
    • Expert-level proficiency in MS Excel (data analysis, modeling), WORD, and PowerPoint

  • Qualifications

    Qualifications

    Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

    Substitution:

    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

    The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities.
