    Position Description

    Position Overview

    The Project Manager will work with state and local governments to adapt to changes in Defense programs, such as base realignments, mission growth, and budget reductions. The role includes providing technical and financial assistance, managing grants, and fostering collaboration between military installations and local communities.

    Position Duties/Responsibilities

    Key Responsibilities

    • Serve as a resource: Support state and local officials by managing projects and grants aimed at adjusting civilian economic activities impacted by Defense operations.
    • Project Coordination: Plan and oversee project activities, ensuring compliance with Federal regulations, including 2 CFR 200.
    • Economic Development Support: Advise and assist on state and local economic strategies to address Defense-related disruptions.
    • Performance Monitoring: Track project progress, financials, and compliance to avoid fraud, waste, or abuse.
    • Stakeholder Communication: Engage with senior officials and community leaders, organizing presentations, meetings, and working groups.
    • Intergovernmental Collaboration: Facilitate cooperation between Federal, State, and local entities, organizing cross-agency teams to implement economic adjustment strategies.

    Qualifications

    • Expertise: Strong background in economic development, project management, and administration of Federal grants.
    • Communication Skills: Excellent written and verbal communication, able to represent the organization in various formal and informal settings.
    • Problem-Solving & Conflict Resolution: Proven ability to manage conflicts, negotiate interests, and resolve complex issues.
    • Stakeholder Management: Experience working with government, private sector, and community organizations to ensure alignment with DoD priorities.
    • Grant Management: Thorough knowledge of Federal regulations and best practices to safeguard against fraud and misuse of resources.
