    Job Description

    This position is part of the Toxics Reduction and Healthy Communities program area. The Toxics Reduction and Healthy Communities Program seeks to safeguard human health and the environment by implementing local policies, increasing public awareness, and offering services to safely manage hazardous waste and reduce the manufacture, use, and sale of toxic chemicals.

    Position Description

    The Residential Toxics Reduction Coordinator will work as part of the Residential Toxics Reduction Team. The position will focus on three program areas:

    1. Implementing San Francisco’s Safe Drug Disposal Stewardship Ordinance (SDDSO)
    2. Managing the Used Motor Oil Recycling Program
    3. Supporting the Household Hazardous Waste (HHW) program

    **Job Duties & Responsibilities **

    • Organize and attend meetings with government agencies and stakeholders regarding safe medicine disposal;
    • Review and analyze report data from the SDDSO and recommend program adjustments as needed;
    • Prepare and administer outgoing contracts and grants and apply for grants to maintain or expand the Used Motor Oil and other toxics programs;
    • Submit an annual report to the State of California in adherence with the Used Motor Oil Recycling Program requirements;
    • Present on San Francisco’s toxics reduction programs at conferences and community meetings;
    • Review and sign uniform hazardous waste manifests on behalf of the City and County of San Francisco;
    • Use data to identify opportunities to improve collection programs and the public's use of them;
    • Assist with the design and implementation of new residential hazardous waste and toxics reduction programs;
    • Serve as a subject matter expert on extended producer responsibility for household batteries, paint, and other emerging waste categories that are prohibited from landfill disposal; and
    • Other duties, as assigned within this job class.

    This position may supervise toxics reduction staff, interns, and/or volunteers. Position will conduct performance appraisals and work with staff to develop their performance plans and professional goals.

    Minimum Qualifications

    • Education: Possession of a baccalaureate degree in public administration, business administration, accounting, biology, environmental sciences, or a related field from an accredited institution, AND

    • Experience: Two (2) years of professional full-time experience within the toxics reduction specialty, including household hazardous waste management or a similar field.

    Desirable Qualifications

    • Experience with management or regulation of household hazardous waste, used motor oil and filters, and/or medicine.
    • Experience training, coaching, and supervising staff, interns, or fellows.
    • Knowledge of California’s hazardous and medical waste regulatory system.

    • A self-starter with strong problem-solving and communication skills, an attention to detail, and an ability to work both independently and collaboratively with cross-functional teams.
    • Demonstrated experience with managing and analyzing data, such as intermediate to advanced use of Microsoft and Google Suite of analysis tools including, but not limited to Excel, PowerBI, and Google Sheets.
    • Fluency in a second language used commonly in San Francisco.

    _ Minimum Qualification Supplemental Questionnaire (MQSQ) (Qualifying)_ : Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Written Examination **(Weight 100%): **Candidates who meet the minimum qualifications will be invited to participate in a written examination designed to measure their relative knowledge, skill and ability levels in job- related areas including: Knowledge of: federal, state and local environmental issues, laws and regulations; toxics reduction, pollution prevention or environmental health programs; quantitative and qualitative data tracking and analysis; community outreach and public engagement techniques; equity, inclusion, diversity, and justice concepts; circular economy, toxics reduction, alternatives assessment, and/or resource conservation principles. Skills and/or Ability to : collaborate, develop and foster working relationships with a variety of internal and external partners, regulated businesses, advocates, and academics; apply scientific research and data to program and policy development; design, plan, and manage projects including identifying objectives, setting priorities, budgeting, developing workflow, and delegating tasks; read and summarize legal, scientific and/or technical documents; and communicate clearly and effectively in writing.

    _ Eligible List/Score Report:_ A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.     Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
