    Position Description

    This position is located in Washington Headquarters Service (WHS), Immediate Office and Staff, in the Security Office and will serve as a Security Specialist responsible for providing WHS security support. The Security Office provides security support to senior managers in the Office of the Secretary of Defense, WHS, The Director of Administration and Management (DA&M) and to DoD, Congressional, and Presidential established boards, commissions, and task forces. The Security Office manages, physical, industrial, information, and operations security, continuity of operations (COOP) and mission assurance (MA), and has responsibility for the WHS security related functions. The Security Office monitors and reports on security program administration, assists the component and other actives in meeting changing security conditions and/or corrects deficiencies found with the program.

    The WHS Security Office provides oversight; assists military, civilian, and contractor personnel in protecting our national security assets. The WHS Security Office provides security awareness and professional development opportunities, as well as providing analytical, investigative, and operational support for the WHS activities and directorates. The incumbent for this position serves as a security specialist/program manager responsible for coordinating the analysis, design, development, implementation and evaluation of security managing projects, facilitating project teams and coordinating with vendors and internal and external assets.

    Position Duties/Responsibilities

    This will be used to fill GS-9 to GS-12 Security Specialist positions (GS-0080) within WHS.

    • Serve as a Subject Matter Expert (SME) on WHS and OSD security-related issues, planning, designing, and overseeing a variety of security programs, including personnel, information, physical, industrial, and communications security.
    • Develop and implement policies, procedures, and standards to protect classified and sensitive information, personnel, facilities, and materials from unauthorized disclosure, espionage, or loss.
    • Provide guidance, training, and authoritative advice to WHS and OSD personnel on security matters, including compliance with Executive Orders, Intelligence Community Directives (ICDs), and DoD policies.
    • Lead efforts in SCI program management, including SCIF build-outs, insider threat inquiries, and sensitive compartmented information indoctrinations, ensuring adherence to DNI and DoD security standards.
    • Oversee and conduct inspections, risk assessments, and compliance checks for security programs, identifying vulnerabilities, recommending improvements, and ensuring alignment with established policies.
    • Represent WHS in high-level meetings, working groups, and conferences, preparing and presenting analyses, reports, and briefings on security risks and mitigation strategies to senior leaders.
    • Serve as a liaison to internal and external stakeholders, fostering collaboration and information-sharing to ensure effective implementation of security practices across various entities.
    • Develop and refine standard operating procedures (SOPs) and guidelines for handling classified and protected materials, ensuring proper documentation, courier protocols, and secure storage.

    This position requires expert knowledge of security principles, the ability to navigate complex regulations, and exceptional interpersonal and communication skills to influence and lead in a multi-agency environment.
