    ODJFS Licensing/Certification Specialist Salary $24.34 Hourly Location Montgomery County, OH Job Type Full-Time, Permanent, Bargaining-Unit Department Job & Family Services Job Number 20043232 Closing 3/22/2018 11:59 PM Eastern * Description * Benefits * Questions Job Duties Under general supervision, surveys, monitors, evaluates, and inspects public and private residential centers for children and private child-placing agencies to ensure compliance with applicable licensure standards and regulations and departmental rules governing total operation: monitors compliance with Multi-Ethnic Placement Act (MEPA); recommends appropriate state licensing actions; provides technical assistance and interpretation of state laws, licensing requirements and procedures, and provides training and consultation to prospective operators, initial applicants and licensed agencies and training and consultation to prospective operators, initial applicants and licensed agencies and institutions regarding survey findings, alternative methods for achieving compliance, and the establishing of time frames for compliance. Provides technical assistance and training to public children and human services agencies regarding compliance with state law and rules: surveys, evaluates and determines compliance level of public agencies with state regulations; recommends and follow up on ODJFS actions to impose fiscal sanctions, and confers with county commissioners; advises county and agency officials on alternatives to achieve compliance and establishes time frames for compliance. Reviews and determines appropriate licensing action for all recommendations by child placement agencies in the regulation and licensure of residential centers and group homes for children: Provides technical assistance, interprets applicable law and regulations, and clarifies procedures and areas of non-compliance to agencies acting as agents of ODJFS; investigates complaints concerning the operation, practices and/or policies of agencies and institutions subject to regulation by ODJFS; investigates alleged illegal operations. Prepares, writes and completes reports, recommendations and correspondence pertaining to surveys, investigations, inspections and consultations; maintains confidential records; gathers evidence in cases which may require legal action; on the basis of evidence, recommends appropriate action; testifies before judicial bodies; studies, analyzes, and makes recommendations to Secretary of State for approval or disapproval of articles of incorporation for new organizations desiring to provide child placement or residential care services; identifies needs for interpretation and/or revision of ODJFS rules governing residential facilities and children services agencies; identifies need for development or revision of administrative policies and procedures for state licensing programs; participates in policy formulation and rule revisions; coordinates and exchanges information and services with other state and local department's agency personnel and with other regulatory agencies. Performs other related duties as assigned (e.g., maintains logs, records and files; participates in staff meetings; travels to attend training and conferences). Minimum Qualifications Completion of undergraduate core program in early childhood/human development, social or behavioral sciences; 6 mos. trg. or 6 mos. exp. in agency, state &/or federal laws, rules, standards & regulations governing child care &/or child welfare programs (e.g., staffing, management, licensure, certification & operation of residential care or child care); 6 mos. trg. or 6 mos. exp. in inspection & investigation techniques pertinent to evaluating compliance of child care &/or child welfare programs, agencies, caregivers, & operations, facilities &/or CRCs; valid driver's license. Or 24 mos. experience working in child care or child welfare programs (experience commensurate with program area to be assigned per approved Position Description on file); 6 mos. trg. or 6 mos. exp. in agency, state &/or federal laws, rules, standards & regulations governing child care &/or child welfare programs (e.g., staffing, management, licensure, certification & operation of residential care or child care); 6 mos. trg. or 6 mos. exp. in inspection & investigation techniques pertinent to evaluating compliance of child care &/or child welfare programs, agencies, caregivers, operations, facilities &/or CRCs; valid driver's license. -Or equivalent of Minimum Class Qualifications for Employment noted above. Major Worker Characteristics Knowledge of child growth & development, agency, state &/or federal laws, rules, standards & regulations governing staffing, management, licensure, certification & operation of child care &/or child welfare programs &/or agencies; inspection & investigation techniques pertinent to evaluating compliance of programs/operations, facilities &/or CRCs; human relations; public relations; interviewing. Skill in operation of office equipment & personal computer. Ability to define problems, collect data, establish facts & draw valid conclusions; write meaningful, concise & accurate reports; gather, collate & classify & analyze information about data, people or things; handle sensitive inquiries from & contacts with officials & general public.
