Duties

As a/an Supervisory Health Education Specialist, you will perform the following duties:

• Provide leadership, expertise, and technical assistance across the agency on implementing adult learning standards and developing high quality technology-based training products in support of laboratory education and workforce development activities.
• Maximize the use of technology for access to more than 300 laboratory training products for DLS, CDC laboratory staff, and more than 40,000 learners in the broader US laboratory workforce in public health and clinical laboratories and the broader testing community.
• Implement educational practices and techniques in order to maintain the fullest confidence and credibility in achieving successful outcomes of all relevant laboratory education activities.
• Establish, develop, and maintain effective working relationships with leaders and key Federal, State and local laboratories and private sector organizations involved in laboratory training and workforce development.
• Serve as senior training liaison to State and local laboratory officials, non-governmental organizations, and other federal agencies.
• Provide consultation on the development and design of laboratory training programs.

• In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Basic Qualifications:

• Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or

• Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Evaluation of Experience: Some positions appropriately classifiable in this series involve work in connection with grants or similar funding activities to further educational progress. For such positions, experience gained in an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.

Minimum Qualifications:

To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: guiding the development of laboratory online training (e.g., e-learning, virtual reality courses, training webinars, technical guidance); determining overall policies and approaches to be followed to achieve the missions of the organization; and developing and maintaining relationships among a variety of state and local officials, non-government organizations, and other federal agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This is a competitive temporary promotion assignment of an employee to a different position for a specified period. This position may be extended or made permanent without further competition. Temporary promotions may be extended up to a maximum of five years. The employee will be returned to their official position of record when the temporary promotion assignment ends unless the promotion is made permanent.

Applicants must currently occupy a full-time Career or Career Conditional Competitive Service CDC/ATSDR position at the next lower grade level.
