    Pawn Specialist Salary $27,040.00 Annually Location City County Building, IN Job Type Full Time Department IMPD-Admin Job Number 04429 Position Summary Position is responsible for supporting the Pawn Unit by analyzing criminal activity associated with and utilizing Pawn Shops, leading to the successful identification, arrest, and prosecution of criminals. Activities include updating and searching property recovery/pawn databases, developing and maintaining relationships with pawn dealers, and recovering stolen property. Position Responsibilities Maintains contact with pawnshops and second-hand dealers in area for inspection of articles pawned or sold; checks items for possible identifying marks and serial numbers; reviews dealers' books and records submitted to Department to assist in accurate records; performs follow-up analysis on persons who have pawned or sold stolen articles; photographs all property in question; retrieves store video when requested;. Recovers stolen property from pawn and second-hand shops; travels to pawn shop to recover property; transports recovered property to IMPD Property Room; assists other investigators in recovering property; ; documents all work done by filing an IMPD Police report or a supplemental to the original report taken; contacts other law enforcement agencies involved to assist in further investigations; maintains a constant communication with contracted company (LeadsOnline) for continued professional, timely, and accurate service. Researches pawned and/or reported stolen articles by request of assigned detective; performs checks of pawn database records for possible stolen articles by comparison with stolen property print-outs; performs name checks on subjects who frequently pawn items and on subjects brought to Department's attention by other law enforcement agencies; performs comparison checks on names of known thieves, repeat offenders and pawners, with stolen property and recently pawned property; works with other jurisdictional agencies to identify and prepare all paperwork necessary for that agency to file criminal charges; submits fingerprints for analysis and maintains cooperative relations with Latent Print Unit. Receives case assignments from supervisor; contacts assigned detective for evaluation and direction of case; prepares a case file for all actions taken and reports all information back to the assigned detective for their review and assessment. Prepares reports relating to assignments, in accordance with General Orders; checks reports for accuracy and completeness; submits to appropriate personnel; maintains case file of activities to ensure preparation for court and for assigned detective review; prepares correspondence and Interdepartmental requests of pertinent case information to assigned detective. Issues summons and/or citations to stores and shops for violations of municipal codes. Maintains liaison with other law enforcement representatives (i.e., detectives, deputy prosecutors, etc.) to share information and coordinate activities. Maintains cross-reference files in office (i.e., pawned or sold articles, customer, pawn shops, etc.); mails, emails, or faxes notifications to all assigned detectives, including outside law enforcement agencies, of persons from their jurisdictions pawning or selling articles; maintains log of property recovered; assists agencies in searches of files for either names of articles, on need-to-know basis. Participates in establishment and maintenance of professional relationship between police and public sectors of community and pawnshops/second-hand dealers; responds to inquiries and /or complaints regarding assignments; provides information concerning case status and Departmental investigative policies to improve community understanding of Departmental functions; provides community service agency referral information, as appropriate. Testifies in court; prepares for testimony, reviewing reports and notes; if necessary meets other detectives, and representatives from Prosecutor's Office to review case; obtain appropriate evidence needed for court; appears in court per General Orders; presents testimony in accordance with Departmental policy. Generates leads on persons involved in pawning questionable articles and refers to appropriate investigative unit; researches pawned articles for verification of serial numbers in comparison with reported stolen property; checks articles being pawned or sold by repeat pawners or sellers, to determine if items are stolen; performs daily name and address checks using informational sources available by computer terminal, and from other law enforcement agencies. Reports to pawnshop or second-hand dealer, in response to notification of any Officer or Detective needing assistance; assists Officer or Detective with identification of stolen property located at said pawnshop or secondhand dealer. Prepares monthly reports on case progressions and clearances; completes special reports as necessary. Attends training sessions (in-service, defensive driving, etc.) to obtain information on new procedures and maintain compliance with Departmental standards. Maintains equipment in accordance with General Orders; maintains supply of forms and reports needed to perform duties; ensures vehicle is kept in good working order. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time. Qualifications High School diploma or equivalent and at least three (3) years related experience, preferably in pawn/property recovery and/or investigations. Prior ILEA certification preferred. Applicant must be at least 21 years of age prior to employment in order to qualify for Special Police Powers to issue city ordinance violations. Must pass a drug test, criminal background check, and polygraph examination. Valid Indiana driver's license required. Requires knowledge of Indianapolis Metropolitan Police Department Rules and Regulations; Indianapolis Metropolitan Police Department General Orders Manual; law enforcement theories, methods, and procedures; investigative theories, methods, and procedures; laws and procedures of evidence and crime scene protection; crimes against property; repeat offenders; interview procedures and methods; court policy and procedures; officer safety procedures; law enforcement information systems (IDACS, NCIC, LEADSONLINE, etc.); police report writing; community relations; City geography; defensive driving techniques; police radio procedures; records maintenance. Must be able to define problems, collect data, establish facts, and draw valid conclusions; handle sensitive and hostile public contacts; communicate effectively, both orally and in writing; observe and record events accurately and completely; write detailed reports; operate departmental vehicle; operate issued equipment (e.g., photographic equipment, etc.); retrieve video transactions from pawn shops and second-hand dealers; climb flights of stairs, stand or sit for long periods of time. Position requires submission to random drug testing. Heavy lifting (25-50 pounds) and the transportation of confiscated property are required. Independent Judgment Position requires the knowledge of established policies/procedures and civil/criminal laws, which control most of the actions. However, discretion, common sense, resourcefulness, and good judgment are to be utilized and tailored to the successful resolution of each case on an individualized basis. Errors could have a significant impact on IMPD, the citizens of Indianapolis, and the resolution of cases. Work is generally performed independently; supervisory assistance is available when needed. All employees hired/rehired prior to 1/1/2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components: Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours. Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension. 2. Employees hired/rehired by the City and County after 1/1/2017 will be automatically enrolled in the PERF My Choice: Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan. With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts: Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours. Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are: 20 percent vested after 1 full year of participation 40 percent vested after 2 full years of participation 60 percent vested after 3 full years of participation 80 percent vested after 4 full years of participation 100 percent vested after 5 full years of participation 3. City Employees hired/rehired after 1/1/2017 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice: Retirement Savings plan or the PERF Hybrid plan. Both of these plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed. If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan. The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three-percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employee's compensation per pay period.
