Duties Summary As a Supervisory Plant Protection and Quarantine Officer, you serve in a vital role protecting the health, welfare and agricultural economy of the United States of America and to facilitate agricultural exports. You will Supervise a staff of professional employees (e.g., Officers), administrative and a substantial, fluctuating work force of permanent and temporary technical/aid level employees in the Agricultural Quarantine Inspection (AQI) and Domestic programs. Salary Information: First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected. This is a term appointment not to exceed 13 months. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: * Implements regulatory, treatment, and/or inspection programs in order to facilitate exports of agricultural products. * Plans and manages the technical approach for inspections, treatments, survey/eradication programs, and quarantine applications. * Plans and organizes the work and training of subordinate employees; administers overtime; approves leave of subordinate employees. * Prepares annual budget within given allocations ensuring supplies, equipment, and facilities are sufficient for program needs. * Evaluates and reviews the work of the subordinates and formulates work accomplishment reports. * Determines when additional staffing is required; initiates recruitment requests, conducts interviews, and makes selections. * Conducts program assessments and develops long-range work plans at local levels. In addition to the basic requirement above, applicants must have the following: FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: * Experience as a team leader or shift supervisor, scheduling routine and non-routine work assignments and ensuring adherence to technical procedures. * Training in holding self and others accountable and ensuring steps are taken to effectively manage conflict, employee development, and workplace diversity and inclusion. * Knowledge of federal, state and local regulatory compliance and plant quarantine programs, and experience in pest surveillance and management. * Knowledge of standard operating and safety procedures. * Experience maintaining materials and supply inventories. OR B. Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: * Experience managing or supervising plant pest survey and treatment programs, scheduling routine and non-routine work assignments, maintaining employee time and attendance schedules, and ensuring adherence to technical procedures. * Experience holding self and others accountable, ensuring steps are taken to effectively manage conflict, providing guidance for employee development, and fostering a diverse and inclusive workforce. * Experience as a federal, state or local regulatory official, possessing plant quarantine knowledge and experience in pest risk, exclusion and prevention, commodity inspection and certification, treatment, pest survey/detection, and regulatory compliance. * Experience coordinating standard operating and safety procedures to ensure efficient, productive and safe work environments. * Experience developing inventory tracking systems to ensure adequate supplies are available for program needs.
