Duties Summary JOB DESCRIPTION: Personnel Security Specialists review, analyze, and adjudicate personnel security information and conduct interviews to make security clearance determinations and to resolve questions concerning derogatory information. They advise organization officials on personnel security-related policies, procedures, programs, and investigative requirements. They also work with internal and external staff and stakeholders to identify and resolve personnel security-related issues (e.g., personnel conduct, and misuse of Government-furnished assets). Responsibilities ADDITIONAL INFORMATION: The Office of Security is seeking highly qualified, high performing individual/s to serve in the Personnel Security Division, Investigation Initiation Team. The incumbent is responsible for initiating background investigations on all employees, applicants, student hires, and special programs. Incumbent is responsible for recognizing and completing reciprocity checks, initiating eQIPs, managing work load, ensuring eQIPs are completed in a designated time frame, reviewing the Standard Form 86 for errors and ensuring accurate information is reported. The incumbent is responsible for providing guidance to employees, Area Security Officers, and applicants on the security process, answering questions regarding the eQIP process and sending cases to employability and the investigative service providers. The incumbent may also be requested to brief audiences of the security process in general and contractor processing when needed. Personnel Security Specialists analyze personnel security information to obtain and retain a workforce consistent with National Security guidelines and to resolve questions concerning derogatory information. They provide authoritative guidance to organization officials by advising on personnel security policies, formulating, recommending and implementing personnel security investigative requirements, and advising on procedures for adverse personnel security determinations. Personnel Security Specialists work with managers, contractors, military members, NGA organizations (e.g. Human Development, Military Support Office, Office of Contracting Services), and other external agencies (e.g. DIA, OPM) to identify and resolve personnel security related issues. This position requires an understanding of Federal and DoD security regulations, including policies, procedures, and methods pertaining to SCI eligibility and access requirements, FOIA, Privacy Act, NGA security policy and procedures, adjudicative criteria contained in Security Executive Agent Directive (SEAD) 4 and experience with federal personnel security data repositories (e.g. Scattered Castles, JPAS, DCII, eQIP). This position also experiences analyzing and interpreting security or investigative policies, procedures, and regulations to determine impact of new or changing policy and experience implementing process improvements and servicing customers/partners in a fast paced environment. Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Knowledge and experience with the federal clearance investigations and adjudications process within the Department of Defense (DoD) and Intelligence Community (IC). 2. Security Fundamentals Professional Certification (SFPC). 3. Bachelor's Degree. 4. Knowledge of security databases (JPAS, Scattered Castles, DCII, CVS, PIPS, eQIP). 5. Minimum of two years of Personnel Security experience.
