    Job Description

Supervising Performance Analyst, Enhanced Family Foster Care

    About Program Performance & Planning
In full partnership with families and communities, Graham Windham strives to make a life-altering difference with children, youth and families who are overcoming some of life’s most difficult challenges and obstacles, by helping to build a strong foundation for life: a safe, loving, permanent family and the opportunity and preparation to thrive in school and in the world. The Program Performance and Planning (PPP) group advances a culture of learning, strategic program development, and data-driven performance management in pursuit of that mission and vision. PPP partners with program managers to select and develop new interventions, analyze and interpret data, assess model fidelity and program effectiveness, apply learning from data analysis and feedback into program improvement efforts, and develop program resources to strengthen operations and service delivery.

    About the Position
PPP seeks a Supervising Performance Analyst for our Enhanced Family Foster Care program to promote excellence through performance measurement, analysis, documentation reviews, report production, collecting participant feedback, synthesizing and reporting information to guide management decisions, and being a thought partner to program management on operational and programmatic improvement.

Enhanced Family Foster Care (EFFC) is a program that works to find safe permanent homes for children who have experienced abuse and neglect. This is done by supporting children, foster parents, and parents in ensuring the safety, permanency, and wellbeing of children in our care. EFFC works with children, parents, and families to access needed services, accomplish tailored goals, and achieve permanency and safety for the children through assessment, service planning, counseling, referrals, service coordination, and more.

This position will support program leadership and staff to make decisions to improve programmatic and operational performance. The ideal candidate will have a mix of technical knowledge, superior program/data analysis capabilities and a strong understanding of how non-profit management decision making can be supported by timely and reliable data. Responsibilities:

    • Provide support to program leadership through strategic thinking, planning and data analysis to support programmatic decisions. This includes partnering with program leaders in regular performance meetings to support best practices and helping program leaders gain insights and determine areas that require additional planning.
    • Supervise at least one full time Quality Assurance Specialist and one part time Case Record Reviewer, including co-creating performance goals, coaching to support performance progress and success, and ensuring high quality and collaborative work.
    • Compile data, produce regular outcomes and performance measurement reports, and summarize and interpret information to guide programmatic decision-making and strengthen program performance.
    • Conduct ad-hoc analyses in partnership with program leadership to help managers better understand performance success and concerns.
      • Analyze regulatory agency data and manage quarterly and annual ACS Outcomes, Process and Practice measures and data (Scorecard) and interpretation of results. Serve as liaison and coordinator for triaging of any required follow ups and any questions or concerns regarding this data.
      • Coordinate and prepare for audits and other accountability reviews from the NYC Administration for Children’s Services (ACS) and the NY State Office of Children and Family Services (OCFS) in close collaboration with program and administrative staff.
      • Support the incident review process, high risk case review, monthly maltreatment reviews, investigatory, and related compliance and safety processes to ensure appropriate oversight and accountability of services.
      • Effectively communicate findings, present data in meetings, facilitate discussions and workgroups, and coach program supervisors on understanding and interpreting data.
      • Partner with program management to identify and develop additional resources and materials to support the strengthening of programmatic operations and service delivery.
      • Work in partnership with the Learning and Practice Proficiency team to support model fidelity of Solution-Based Casework and Motivational Interviewing.
    • Other related tasks as assigned.
