    Mental Health Resource Center is a not-for-profit Florida corporation that provides a wide range of mental health and behavioral health care services to the community such as 24-hour emergency services, inpatient psychiatric services for children, adolescents, and adults as well as outpatient services such as medication management, case management, and counseling.

    Job Summary

    Mental Health Resource Center is seeking a Program Manager to manage the New Outlook apartment complexes in the Jacksonville Area. Two apartment complexes, New Outlook I and New Outlook II, provide individuals with psychiatric disabilities a permanent, independent living arrangement. New Outlook consists of 16, one-bedroom apartments, and New Outlook II consists of 24, one-bedroom apartments and a business office.

    The Program Manager will manage and direct multi-unit housing projects, New Outlook, Inc. and New Outlook II, Inc., in compliance with HUD guidelines. Ensure efficient and effective operations of the apartment properties, including budget preparation, project management, tenant relations, and facility maintenance.

    Responsibilities

    Implement housing plans based on HUD standards, oversee tenant assignments, and ensure compliance with relevant laws.

    Screen and process tenant applications, manage leases, maintain tenant records, and handle move-ins/outs.

    Ensure financial stability by managing budgets, rent collection, and HUD funding requests.

    Build positive relationships with community mental health providers to support tenants.

    Oversee apartment maintenance, inspections, and safety in line with HUD and local regulations.

    Supervise maintenance staff and vendors. Educate tenants on maintenance responsibilities.

    Use software to manage HUD requirements and tenant certifications.

    Monitor and report on financial transactions, maintain records, and coordinate audits.

    Qualifications In order to be considered, candidates must have a High School diploma.

    Experience with property management required. Experience managing H.U.D. properties preferred. General knowledge and experience with the behavioral health field preferred.

    Proficiency in Microsoft Office, Outlook and the use of the Internet.

    Basic knowledge of preparing budgets. Strong communication skills are essential and this individual must be able to interact appropriately with internal and external customers, families, caregivers, community service providers, supervisory staff and other department professionals.
