    Job Description

    General Summary

    Oversees Access Center staff and the University of Maryland Medical System bed management process. Responsible for ensuring the success of the UMMS’s strategic objectives and mission as they relate to patient access, patient flow, growth of market share, customer satisfaction and optimal utilization of health system partners. Formulates and recommends changes in patient flow to hospital executives. Schedules the Access Center Nurse Coordinators and acts as a resource for questions/problem solving. Identifies areas of improvement and works with staff to facilitate the necessary changes. Responsible for completing staff performance evaluations. Work is performed under limited supervision.

    Principal Responsibilities and Tasks

    The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

    Develops, manages and evaluates the bed management system for UMMS to meet clinical,

    financial and service quality objectives

    a. Understands clinical services of each UMMS member organizations (MO), and communicates

    this capability with UMAC team.

    b. Develops systems within UMAC to assign right patient to right bed based on clinical

    needs to ensure equitable distribution of patients across the system, with maximization of bed

    utilization.

    c. Designs, implements and evaluates UMAC processes to maximize system bed capacity

    d. Oversees system initiatives to decrease un-necessary transfers and maximizes telehealth

    opportunities where applicable.

    e. Liaison with MO for system bed planning needs.

    f. Continuous system visibility of all system hospital throughput parameters and capacity.

    g. Re-evaluation of system to ensure the system consistently measures throughput parameters.

    h. Maintains collaborative working relationships with UMMS leaders.

    i. Collaborates with medical staff leadership, assesses requirements for bed management

    systems to meet patient needs. Plans strategies and services to meet clinical program

    objectives. Communicates long and short-term plans and objectives to staff.

    j. Assures that programs, services and staff performance meet regulatory requirements and

    professional standards.

    k. Develops effective administrative, coordination and communication systems. Assures

    effectiveness of operation.

    2. Uses a variety of data and information resources to assess evolving program requirements and

    evaluate program performance. Collaborates with multidisciplinary team members to assess,

    redesign and continually improve effectiveness and productivity of bed management system.

    3. Designs, implements, and evaluates UMAC nurse coordinator processes.

    4. Assumes a leadership role in managing the quality of services provided by the department to

    organization at large.

    a. Implements systems to assess and respond to customer perceptions of service. Visibly

    involved in obtaining customer feedback, incorporating customer requirements into service

    design and requiring staff performance which meets customer requirements.

    b. Teaches and coaches staff in effective process analysis and improvement techniques and in

    using data to assess and improve unit performance.

    5. Manages human and fiscal resources to meet financial goals and achieve identified outcomes.

    a. Effectively participates in the development, communication, monitoring and management of

    department salary, non-salary and capital budgets.

    b. Assures maximal effectiveness and efficiency of staffing plan for unit, including skill mix and

    scheduling. Develops staffing systems which respond effectively and quickly to changes in

    patient volume, acuity or service demands.

    6. Effectively uses, interprets, applies and communicates data and information from multiple sources

    which effect unit-based programs. These data sources include financial reports, clinical and

    service quality data, human resource data and information from the external market. Effectively

    interprets changes in key indicators for staff and directs staff in applying information to changes at

    the unit level.

    7. Interprets organizational goals and objectives to staff. Translates organizational mission, values

    and priorities into goals and objectives at the unit level. Identifies implications of external

    environment for the organization and unit. Facilitates staff discussion and response to issues which

    effect nursing practice and care delivery.

    8. Create collaborative opportunities between the nurse, transfer, and dispatch coordinators to

    optimize UMAC operations.

    9. Subject matter expert and resource for intrahospital and interhospital patient flow, .

    a. Serves on relevant UMMS committees pertaining to intrahospital and interhospital patient

    flow,

    b. Provides MO guidance for intrahospital and interhospital patient flow.

    10. Performs Access Center Nurse Coordinator’s role, as necessary.

    11. Performs other duties as assigned.

  • Qualifications

    Qualifications

    Education and Experience

    1. Required Bachelor’s degree in health-related field.

    2. Required RN licensure with current licensure in the State of Maryland.

    3. Required five (5) years of experience as a registered nurse.

    4. Required 2+ years of demonstrated nursing leadership experience.

    5. Preferred Master’s degree in health-related field.

    Ability to oversee, direct, monitor and evaluate the work performance of subordinate staff, assuring work quality, efficiency and effectiveness and that performance standards are met.

    Working Conditions

    • Weekend, shift work, holiday, on-call, and overtime may be required.
    • Work is performed in a clinical environment.

    Pay Range: $61.047-$74.613
